Brief Description

The Regional Transit Mobility Analyst leads JTA’s financial stewardship and grant management responsibilities for transit services in surrounding counties. This role directs budgeting and forecasting, grant administration and compliance, financial reporting, audit coordination, cost allocation, fare revenue oversight, and provides strategic financial leadership for regional partners.

Responsibilities
  • Lead development of annual operating and capital budgets for regionally overseen services.
  • Monitor budget-to-actual performance; investigate variances and recommend corrective actions.
  • Maintain cost allocation methodologies and expense/pass-through accounting.
Grants Management & Compliance
  • Identify federal, state, and local grant funding opportunities.
  • Manage TrAMS entries, certifications, drawdowns, milestones, documentation, and closeouts.
  • Ensure full compliance with FTA/DOT requirements, including Single Audit standards.
  • Maintain grant files and internal controls for reviews and audits.
Financial Reporting & Analysis
  • Prepare monthly and quarterly financial reports for leadership and county partners.
  • Oversee fare revenue accounting and reconciliation.
  • Develop and maintain financial KPIs to guide operational decisions.
Audit, Internal Controls & Risk Management
  • Lead audit preparation and implement corrective action plans.
  • Maintain internal controls for procurement compliance and grant expenditures.
Contract & Pass-Through Financial Oversight
  • Provide financial oversight of third-party operator contracts and subrecipients.
  • Validate invoices, review pricing, and monitor compliance with funding conditions.
  • Manage pass-through funding and subrecipient reporting.
Customer Service & Transparency
  • Support transparent reporting to public and partner agencies.
  • Respond to financial inquiries and audit requests.
Performance Metrics
  • On-time grant closeouts.
  • Budget variance accuracy.
  • Audit findings (target: zero major findings).
  • Accuracy and timeliness of financial reporting.
Minimum Qualifications
  • High school diploma or equivalency diploma.
  • Seven (7) – Ten (10) years of progressive public-sector finance or grants experience.
  • Knowledge of federal transit grants (FTA Sections 5307/5311/5310/5339).
  • Strong analytical skills, financial modeling, Excel, and ERP experience.
Preferred Qualifications
  • Three (3) – Five (5) years senior leadership experience.
  • Experience in Florida/Southeast transit finance.
  • Experience with contracted operations oversight.
  • CPA or Certified Grants Management Specialist.
Knowledge, Skills & Abilities

  • Advanced knowledge of contract management, especially pertaining to contracted services and FTA rules on contracted services.
  • Knowledge of and experience with maritime transit operations and related laws, rules and regulations.
  • Knowledge of innovative mobility solutions.
  • Understanding budget processes in the public sector, including budget development, planning, and administration.
  • Ability to maintain a professional demeanor when working with the public and to resolve complaints in a tactful manner.
  • Ability to identify and resolve operating problems and conflicts with assigned contractors.
  • Proficient with Microsoft Office Suite, including advanced functions in Microsoft Excel, Word and PowerPoint;
    SharePoint administrator experience a plus.
  • Effective communication skills, both orally and in writing, with employees of all levels within an organization and the public.
  • Must have the ability to contribute to management planning, as well as the development of programs to improve the performance of the mobility solutions.
Work Environment / Physical Demands

The Regional Transit Mobility Analyst is an in-office position with regional travel. Participation in public meetings and periodic after-hours responsibilities.
