Responsibilities

• Coordinate and execute the day‑to‑day functions pertaining to the award of new contracts for acquisition and procurement of Services, Supplies, Construction, Grants, Cooperative Agreements, Economy Acts and Supplies/equipment for the District.
• Perform pre‑award and post‑award duties for selected actions which are complex and politically sensitive.
• Assign complex high‑dollar contracts and task orders requiring participation on Project Delivery Teams.
• Perform duties with contracting to include acquisition planning, market research, oversight and participation in formal and informal source selection processes, cost/price analysis and negotiations.
• Assist lower‑graded contract specialists with the solicitation and award of contracts utilizing sealed bidding and negotiated procedures.

Other Conditions and Requirements

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.
