The Finance Department is actively seeking a Grant and Contract Specialist/SPE.

This is professional planning work at the advanced level in providing contract oversight and monitors the delivery of a broad array of social services programs requiring skills in contract administration, account management and project management. Work requires a basic understanding and application of the theories, principles, and practices of programs and support that help individuals, families, and communities meet basic needs and improve wellbeing usually gained through degree granting schools, or an equivalent level of practical knowledge gained through experience.
Maytrain, monitor, and guide the work of others. Contacts with others require skill in understanding and/or influencing people and are important in coordinating and overseeing programs, discussing and resolving work-related issues, and presenting and defending recommendations including skills of persuasiveness, assertiveness, and sensitivity to others point of view that are required to influence behavior, change an opinion, or turn a situation around.
The work is subject to clearly defined policies and principles; however, requires the exercise of independent judgment in formulating, analyzing, and recommending changes in policies, and in rules and regulations.
The work involves differing situations requiring use of judgment in search for solutions or new applications within ones' known experiences.
Work is performed mainly in an office environment, but field work may be required in areas where there are some risks and hazards which are known, predictable and controllable. Operates a motor vehicle and operates standard office equipment such as a personal computer and 10-key device. Physical demands are minimal but may occasionally require lifting and moving objects of up to 20 pounds.
The work is performed under limited supervision where the work assignments are subject to established procedures, practices, precedents, methods, techniques, standards, and, or well-defined policies, and the worker plans and organizes the work, determines their own priorities, and the work is reviewed, usually after the fact, in terms of quality, volume, timeliness, and for adherence to established methods. standards, and policies.
- Oversees full lifecycle management of grants and contracts for community programs and services, including implementation, monitoring, amendments, and closeout.
- Participates in the creation of annual grant plans by evaluating program needs, reviewing historical outcomes, and identifying funding opportunities.
- Reviews, interprets and applies federal, state and local regulations, policies and procedures related to best practices for contract monitoring.
- Oversees agency grant accounts, ensuring accurate maintenance of all contract-related information, documentation, and performance data to support effective monitoring, compliance review, and reporting.
