Summary
Incumbent serves as a Non-medical Clinical Counselor within Commander, Navy Installations Command (CNIC), Fleet and Family Readiness Department. The primary purpose of this position is to provide non‑medical clinical counseling to individuals, couples, families, and groups on family dynamics, parent‑child interaction, couples’ communication, adjustment to commonly occurring personal and family issues, adjustment to military life, and psycho‑educational training programs.
Major Duties and Responsibilities- I. Non‑Medical Clinical Counseling (NMC) (40%)
- Receive and assess referrals for individuals, couples, families, and groups experiencing situational stressors such as deployment, grief, relocation, separation, and family hardships.
- Assess individual/family needs, explore basic personality structures, identify risk factors, and triage clients who present risk to self or others to the appropriate behavioral health provider.
- Initiate, develop, and facilitate group treatment programs addressing the needs of families, including marital and child/adolescent groups.
- Conduct quarterly quality assurance reviews of cases and document all NMC services in the FFSP management information system.
- Assist the Navy Clinical Supervisor with developing case‑management protocols and drafting correspondence as required.
- II. Installation Family Advocacy Program (FAP) (40%)
- Serve as the clinical SME for FAP, consulting leadership, medical professionals, and command triad on assessment, intervention, and evidence‑based strategies.
- Provide initial and ongoing case management, triage clients, and ensure compliance with mandated reporting protocols for child and domestic abuse.
- Offer non‑medical treatment for individuals, couples, children, and families on matters of family maltreatment and coordinate with community providers.
- Develop and facilitate evidence‑based group treatment programs for families at risk for family violence.
- Manage assigned cases in collaboration with the FAP Supervisor on complex situations.
- III. Problematic Sexual Behavior in Children and Youth (PSB‑CY) (10%)
- Receive reports of PSB‑CY, take appropriate actions, coordinate clinical services, and provide counseling access as per FAP requirements.
- Coordinate safety and supervision planning for affected children and families with healthcare providers.
- IV. Community Liaison Duties (10%)
- Liaise with local agencies to enhance FAP prevention and response, represent the Navy at community meetings, and collaborate on domestic violence prevention.
- Educate agencies on FAP processes, risk assessment, treatment, and coordinated community response teams.
To qualify, applicants must demonstrate sufficient experience, education, knowledge, skills, and abilities. Specialized experience must be directly related to the duties described above and equivalent to the next lower level in the normal line of progression. Key areas of knowledge include:
- Comprehensive understanding of the CNIC Fleet and Family Support Program and military lifestyles.
- Expertise in child and spouse abuse laws, family violence dynamics, and risk assessment.
- Proficiency with the DSM for recognizing mental disorders.
- Skill in evidence‑based, trauma‑informed counseling approaches and group dynamics.
- Ability to communicate effectively with diverse populations and document case management using FFSP systems.
Applicants must provide evidence of educational and licensure qualifications as a Tier II clinical provider (e.g., LCSW, LMFT, clinical social work, clinical psychology). Current license documentation must be included with applications.
Conditions of Employment- Meet Federal employment suitability requirements and complete background investigation and E‑Verify check.
- Possess U.S. citizenship, a valid state driver’s license, and a valid PIV credential.
- Maintain a Secret security clearance for the duration of employment.
- Be available for up to 20% travel and flexible hours to accommodate client needs.
- Shall comply with all Department of the Navy policies and regulations, including Selective Service registration for eligible males.
