What You’ll DoProvide programmatic and contractual project management support within MARAD’s Vessel Acquisition Manager (VAM) program. This includes overseeing vessel purchasing negotiations, managing program schedules and budgets, ensuring compliance with government contracting requirements, and coordinating with stakeholders across finance, contracts, and operations. The role ensures delivery of VAM projects on time, within scope, and aligned with MARAD’s billion‑dollar contract objectives.
Key Responsibilities- Lead project planning and execution for vessel acquisition and lay berth management in alignment with MARAD’s VAM contract.
- Support vessel purchase negotiations through valuation analysis, counter‑offer strategies, and coordination with MARAD and Crowley leadership.
- Maintain and manage Smartsheet‑based Integrated Master Schedules (IMS) for visibility across all VAM projects.
- Monitor and track budgets, CLIN expenditures, and funding allocations, ensuring cost controls and compliance with government contracting requirements.
- Coordinate with Finance, Contracts, and Government stakeholders to manage task orders, POP extensions, and funding approvals.
- Provide program reporting, variance analysis, and expenditure tracking to support decision‑making by MARAD leadership.
- Serve as the primary liaison for program‑level project management functions, ensuring clear alignment of roles, responsibilities, and deliverables.
- Facilitate communication and accountability across operations, contracts, and program management teams to avoid duplication of effort and ensure efficient execution.
- Bachelor’s degree in project management, business administration, or a related field; or equivalent combination of education and experience.
- Background in naval architecture or ship brokerage would be a plus, but relevant project management or maritime industry experience may substitute.
- Project Management Professional (PMP) certification preferred.
- Valid Transportation Worker Identification Card (TWIC) eligibility required.
- Ability to interpret and apply government contract and financial requirements.
- Strong project planning, scheduling, and organizational skills.
- Excellent communication and stakeholder engagement skills.
- Ability to manage multiple priorities and deadlines across complex programs.
- Proven ability to deliver program results while ensuring compliance with federal standards.
- Proficient in Microsoft Office Suite (Word, Outlook, PowerPoint, Excel).
- Skilled in project management tools including Smartsheet.
- Familiarity with ABS Nautical Systems and other ship management platforms.
- Familiarity with U.S. Government contracting principles, including CLIN management, CPFF structures, MIPRs, and GAAs.
