Position: Benefits & Leave Management Supervisor

Brief Description

Under the general supervision of the Vice President - Human Resources and Organizational Development, the Benefits & Leave Management Supervisor supervises various human resources plans and procedures for personnel across the organization. Leads the end-to-end leave of absence and accommodation programs, ensuring compliant, consistent, and compassionate administration across the organization. This role oversees a team of HR specialists, serves as the subject matter expert on FMLA, ADA/ADAAA, and partners closely with all departments.

The ideal candidate blends deep technical knowledge with strong people leadership, data‑driven decision making, and a high‑touch employee experience. Together with legal counsel, the incumbent ensures compliance with applicable laws, regulations, policies and procedures for benefit management and delivery and recommends policy and procedure changes.

Essential Functions
  • Supervise the daily operations of the benefits administration and leave management team, including workload allocation, coaching, training, and performance management.
  • Own full‑cycle leave administration: intake, eligibility, designation, required notices, certification management, tracking, recertifications, return‑to‑work, and job restoration.
  • Serve as the SME for FMLA, ADA/ADAAA, state and local leave laws (e.g., paid family and medical leave, paid sick leave, kin care, military/USERRA), and company policies; ensure timely updates to practices and documents as laws change.
  • Supervise the administration of JTA and JTM benefits plans, ensuring the accurate and timely processing of enrollments/changes/terminations, and compliance with COBRA and HIPAA regulations.
  • Oversee and participate in renewals, new benefit implementation and open enrollment activities.
  • Optimize the utilization of the health plan in conjunction with wellness initiatives to enhance productivity, organizational performance and participant quality of life.
  • Integrate and make effective use of EAP, mental health and other behavioral programs as part of overall employee wellness.
  • Utilize disability and other absence management programs to produce positive impact on attendance, productivity and return to work programs.
  • Coordinate benefits and payroll impacts: benefits continuation, premium billing, PTO accruals, pay eligibility, STD/LTD, workers’ compensation overlap, COBRA triggers, and tax implications.
  • Maintain metrics on benefit costs and trends and prepare recommendations for improvements and cost‑saving measures.
  • Supervise the administration, compliance and coordination of all employee leave programs including FMLA, ADA Accommodations, Leaves of Absence, disability leave, and all other policies and procedures related to leave.
  • Supervise a team of benefits administration support staff. Collaborate with departments to improve optimal health and benefit plan effectiveness.
  • Establish, manage and nurture effective business relationships with internal and external stakeholders. Manage vendor relationships and contract processes and negotiations to meet organizational goals.
  • Analyze benefit plan results and initiate appropriate action to sustain desired benefit plan performance. Management and monitor the benefits budget, assuring appropriate allocations for revenue, expenses and fund balances are established, making regular adjustments as necessary.
  • Utilize the value of services provided by contracted healthcare consultants.
  • Provide oversight and management of health plan actuarial requirements, collaboratively working with actuaries and auditors.
  • Supervise and evaluate the performance of vendor contracts Identify and implement best‑in‑class practices in benefits and wellness programming.
  • Manage the annual ACA process that involves collecting, tracking and reporting data on employee health coverage to the Internal Revenue Service.
  • Responsible for filing the required forms by the annual deadline and ensure the 1095 and 1094 statements are sent out to employees.
  • Supervise defined contribution retirement plans which supplement the Florida Retirement System retirement benefits.
