Directs and coordinates activities of workers engaged in the installation, maintenance, and repair of underground, buried, and aerial telephone cables by performing the following duties personally or through subordinate supervisors.
Essential Duties and Responsibilities- Performs job surveys by conducting ride-outs of new work to provide feedback for pricing and staffing needs.
- Reviews proposed construction plans and schematic drawings to ensure projects are compatible with existing plant and comply with State/Federal and contract regulations.
- Inspects construction sites and installations to ensure service deadlines are met.
- Directs and coordinates testing and inspecting of work for QC and completion.
- Prepares budget, determines workforce requirements and establishes work schedules to meet service loads.
- Manages payroll and billing process to ensure accuracy.
Directly supervises employees in the Construction Department. Carries out supervisory responsibilities in accordance with organization policies and applicable laws.
Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Education and/or ExperienceAssociate’s degree (A.
A.) or equivalent from two-year college or technical school; or five (5) years related experience and/or training; or equivalent combination of education and experience. Fiber experience a plus.
Skills and Abilities
5 years outside plant construction experience. Familiar with the placement of aerial facilities, buried facilities (direct and underground). Ability to read and understand utility prints.
Language SkillsAbility to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees.
Mathematical SkillsAbility to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, percent and to draw and interpret bar graphs.
Reasoning AbilityAbility to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
Computer SkillsKnowledge of Excel and Word software.
