Overview

The Public Works Department is actively seeking one (1) Plumber. This is skilled craft work in the installation, maintenance, and repair of plumbing and heating equipment. Work requires knowledge of techniques, methods, and procedures used in the plumbing trade which involves the use of specialized skills or specialized equipment, acquired through a combination of training and considerable on the job experience.

Hourly benefits include twelve (12) paid holidays, a personal leave day, health insurance options, dental, vision, life insurance, flexible spending plans, and potential Federal Student Loan Forgiveness after ten (10) years of public service and on-time payments. This is performed under general supervision with some latitude to set priorities subject to supervisor approval. The work environment includes risks and hazards that are known, somewhat predictable, and controllable.

Physical demands include walking, standing, sitting, bending, climbing ladders, and occasionally moving and lifting equipment weighing more than fifty (50) pounds. Contacts require courtesy, tact, and effectiveness in dealing with others, including requesting or providing information and clarification.

Responsibilities
  • Repairs plumbing and heating equipment.
  • Prepares sketches for new plumbing and heating systems.
  • Installs new plumbing equipment.
  • Tests joints and pipe systems for leaks.
  • Installs plumbing and sanitary fixtures.
  • Repairs air, water, and waste disposal systems.
  • Cuts openings in walls for pipes.
  • Replaces washers on leaky faucets.
  • Ensures that appropriate permitting is obtained for new installations.
  • Checks, repairs, and replaces high- and low-pressure steam boilers.
  • Checks safety devices and controls.
  • Flushes and cleans boilers, storage and return tanks, and hot water heaters.
  • Prepares estimates of time and materials.
  • Demonstrates proficiency in the City of Jacksonville’s competencies.
  • Performs related work as required.
Knowledge, Skills, and Abilities
  • Knowledge of techniques, methods, and procedures used in plumbing and heating.
  • Knowledge of equipment, materials and tools used in plumbing and heating.
  • Knowledge of occupational hazards and safety precautions.
  • Skill in the use and care of materials, tools, and equipment used in plumbing and heating.
  • Ability to prepare estimates of time and materials.
  • Ability to work from sketches and blueprints.
  • Ability to read and apply job related materials.
  • Ability to communicate effectively, both verbally and in writing.
  • Ability to operate a motor vehicle.
Minimum Qualifications
  • Four (4) years of education and/or experience in plumbing.
Licensing/Certification/Registration
  • Must possess a Certificate of Competency as a Journeyman or Master Plumber issued by the City of Jacksonville and/or a comparable State of Florida license and must maintain the same during employment in this class.
  • A valid driver’s license is required prior to appointment and must be maintained during employment in this class.
  • Must qualify for prior to appointment, obtain and maintain during employment a City of Jacksonville Certification as a Public Driver.
Other Requirements
  • The probationary period for this class is six (6) months.
  • Depending upon assignment, must pass CJIS background screening prior to appointment; if assigned to JSO, this includes a polygraph.
  • Within thirty (30) days of appointment, acquire and maintain the appropriate CJIS certification corresponding to job responsibilities; level to be determined by CJIS guidelines and may change.
  • Certification is obtained by completing a web-based training course and test covering security topics and IT-related threats.
  • May be required to obtain specialized certifications depending upon assignment.
  • This position is safety-sensitive and is subject to pre-employment, random, and other drug/alcohol testing as per the City of Jacksonville Drug Free Workplace Policy (0401).
