Background

The Impact Investment Readiness in Indonesia (IIRI) project is a five-year initiative funded by Global Affairs Canada (GAC) and implemented by Impact Investment Exchange (IIX). The program aims to strengthen Indonesia’s gender-responsive and climate-smart impact investing ecosystem, with a specific focus on unlocking private capital for women-owned, women-led, and women-benefit ting Micro, Small, Medium Enterprises, collectively referred throughout this document as Women-focused MSMEs (WMSMEs), in underserved and outer-island provinces.

A core component of IIRI is building the impact investment readiness of WMSMEs and ecosystem stakeholders through targeted, locally relevant training interventions. To achieve this, IIX is seeking a consultant to serve as the technical lead for training module development, responsible for the adaptation, contextualization of five core IIX training modules for the Indonesian WMSME ecosystem. Training module development is a foundational activity, with training delivery commencing and expanding progressively to additional provinces through the project lifetime.

All modules will be continuously iterated and improved based on field learnings and participant feedback.

The five core modules to be adapted are:

  • Module 01 – Basic Financial Literacy (audience: WMSMEs)
  • Module 02 – Business & Impact Management (audience: WMSMEs)
  • Module 03 – Capital Raise & Investment Readiness (audience: WMSMEs)
  • Module 04 – Environment & Impact (audience: WMSMEs and Investors/Ecosystem Players)
  • Module 05 – Gender Lens Investing (audience: WMSMEs and Investors/Ecosystem Players)

Content must be differentiated across four participant groups:
Micro, Small, and Medium enterprises, Investors and Ecosystem Players, and delivered in both English and Bahasa Indonesia.

Scope of Work & Key Deliverables

The consultant will serve as the technical lead for Training Module Development, encompassing review, adaptation, localization, and quality‑assured delivery of all five core modules. The engagement is structured across three sequential phases. All materials must be delivered in both English and Bahasa Indonesia in fully editable formats (MS Word, PowerPoint), in accordance with IIX visual identity guidelines, with all intellectual property rights transferred to IIX upon final acceptance.

Phase

1:
Review and Contextualization – up to 15 days
  • Review existing IIX training materials and assess adaptation needs for each of the five core modules, identifying content gaps and areas requiring localization.
  • Adapt all content to reflect the Indonesian business environment, including financial regulations, tax systems, cultural norms, gender dynamics, and sector‑specific practices relevant to WMSMEs.
  • Replace non‑contextual case studies and examples with Indonesian references, emphasizing WMSMEs from underserved and outer‑island provinces (e.g., Sulawesi, Papua, Nusa Tenggara).
  • Redesign interactive activities, assignments, and group exercises to align with Indonesian business practices and the diverse literacy and education profiles of participants.
  • Update all accompanying resources: reading lists, reference tools, video recommendations, and quizzes with Indonesia‑specific materials.
  • Adjust terminology and language nuances to align with Indonesian market conditions; ensure all materials are available in both English and Bahasa Indonesia.
  • Apply a Gender‑Based Analysis Plus (GBA+) lens and incorporate Environmental and Social Standards (ESS) throughout all adapted content, in alignment with Global Affairs Canada requirements.

    PowerPoint slide deck – 20‑40 slides per module.
  • Recorded Presentation Video:
    Video – 10‑20 minutes per module.
