Environmental and Social Safeguard Specialist

PT Hatfield Indonesia is seeking a highly qualified Environmental and Social Safeguard Specialist to support the Millennium Challenge Account Indonesia II (MCA-I II / Compact
2) Projectunder the Project Management Consultant (PMC) team. This position will play a critical role in ensuring robust environmental and social compliance across strategic national infrastructure and connectivity programs.

The Environmental and Social Safeguard Specialist will report directly to the Project Compliance and Monitoring Leadunder the PMC for the MCA-I II (Compact
2) Project. The Specialist will be responsible for planning, implementing, and monitoring the Environmental and Social Management System (ESMS) Tier 1for Compact 2, including providing direct technical support for its revision and continuous improvement. The role includes preparing monthly environmental and social performance reportsbased on technical direction from the PMC Deputy Team Lead. The Specialist is also expected to maintain proactive and continuous communication with the Environmental and Social Performance Team of MCA-I, as well as coordinate closely with the Social Analysis Teamsat both PMC and MCA-I levels.

Key responsibilities further include conducting environmental and social due diligencefor project activities as required, implementing regular compliance monitoring, including field-based supervisionin targeted project areas, maintaining and updating the Project HSE Risk Register, and ensuring consistent coordination and reporting with PMC and MCA-I teams throughout the project lifecycle.

• Holds a minimum of a Master’s degree with more than 10 years of professional experience; candidates with a Ph.D. degree and more than 5 years of relevant experienceare strongly preferred.
• Educational background in Environmental Science, Environmental Engineering, or other relevant and suitable disciplines.
• Demonstrated and dominant project experience in infrastructure and renewable energy sectors, including but not limited to railway and transportation systems, and digital connectivity projects.
• Strong familiarity with Government of Indonesia environmental and social regulations, including AMDAL and UKL-UPL, as well as international safeguard standards, such as ESIA, ESMP, and LARAP, following the IFC PS/WB ESS.
• Possesses strong English proficiency, both spoken and written, for technical reporting and professional communication.
• Prior project experience and coordination with Bappenas, Ministry of Energy and Mineral Resources (MEMR), Ministry of Transportation, PLN, and/or Ministry of Digital Communicationwill be considered a strong advantage.
