Role

Purpose:

The Specialist, Permitting & Regulatory Compliance (Onshore) is responsible for managing project GEP (specifically related to Aceh Administrations) & ORF permits and ensuring regulatory compliance across all offshore and onshore activities above, acting as the primary liaison with authorities, monitoring compliance during execution, and safeguarding the project from regulatory, legal, environmental, and schedule risks.

Responsibilities include but are not limited to the following:

• Covers onshore project permits & regulatory compliance activities only, including nearshore construction, installation, marine operations, and onshore receiving facilities for the Tangkulo Project facilities (Shore approach GEP & ORF)
• Develop, maintain, and execute the Permit & Regulatory Compliance Plan and strategy in alignment with the overall project schedule (Shore approach GEP & ORF)
• Manage Government authorities and regulators compliance (nearshore & onshore) from Construction to Commissioning, Start Up & Operation
• Authority to review, validate, and monitor permit and regulatory compliance requirements for offshore & onshore activities (Shore approach GEP & ORF)
• High impact on regulatory, reputational, and contractual risk if duties are not properly executed
• Accountable for accuracy, completeness, and traceability of offshore permits and regulatory records
• Interface closely with EPC/EPCI contractors to ensure Permit & Certification scope is delivered in accordance with contract, procedures, and Indonesia Rules & Regulation
• Authority to elevate regulatory risks, non‑compliance, or permit issues to Manager
• Support regulatory inspections and witnessing activities related to construction, commissioning and start‑up, including engagement with Indonesian Law & Regulation

Qualifications include but are not limited to the following:

Education:

• Bachelor's degree in Engineering, Maritime Studies, Law, or a related discipline

Experience:

• Minimum 5 years' experience in oil and gas projects (Nearshore GEP and onshore ORF or similar) for Permitting & Regulatory Compliance
• Proven track record supporting at least one major offshore & onshore or deepwater project for Permitting & Regulatory Compliance Experience working with EPC/EPCI contractors during project phases (construction, commissioning, start‑up & operation)
• Experience working with Aceh on similar scale onshore Oil and Gas Project is highly preferrable

Skills:

• Knowledge
• Strong understanding of Nearshore GEP & ORF Permit & Regulatory Compliance
• Solid knowledge of safety & risk management
• Familiar with international standards, Indonesian Standards and industry best practices for Permitting & Certifications (Nearshore & Onshore)
• Familiarity with Aceh regulatory framework and stakeholder awareness

• Fluent in English (spoken and written)
