Overview

The DPA Manager is responsible for ensuring the safe, efficient, and environmentally compliant operation of the companys transshipment fleet, including tugs and barges used in coal transport. This role acts as the primary shore-based liaison between vessel crews and management, ensuring compliance with the ISM Code, company policies, and relevant maritime regulations.

Key Responsibilities

1. ISM & Safety Management

Serve as the Designated Person Ashore (DPA) as defined by the ISM Code
, maintaining effective communication between vessel and shore management.

Ensure all vessels are operated in compliance with ISM, MARPOL, SOLAS, and local flag/state regulations.

Develop, implement, and maintain the Safety Management System (SMS) for tug and barge operations.

Monitor the safety and pollution prevention aspects of vessel operations and ensure corrective actions are implemented when necessary.

Conduct internal audits, incident investigations, and safety drills.

2. Operational Oversight

Oversee daily coal transshipment operations, including towing, barge loading/unloading, anchorage operations, and offshore transshipment.

Coordinate with port authorities, agents, and charterers to ensure smooth operational flow.

Ensure vessel maintenance and certifications are up to date and compliant with class and flag requirements.

3. Crew Management & Training

Support and monitor the training, certification, and competency of all vessel crew.

Promote a culture of safety and continuous improvement among seafarers.

Lead safety briefings, toolbox talks, and incident reviews.

Ensure compliance with environmental protection regulations and company sustainability goals during coal transshipment.

Monitor bunkering, waste disposal, and emission control procedures.

5. Reporting & Documentation

Maintain accurate records of incidents, inspections, audits, and preventive actions.

Submit regular performance and compliance reports to senior management.

Ensure timely reporting of non-conformities and implement corrective/preventive measures.

Qualifications:

Bachelors Degree in Marine Engineering, Nautical Science, or related field.

Chief Engineer or Master Mariner Certificate of Competency preferred.

  • Experience in tug & barge operations, with at least 3 years in a shore-based DPA or marine operations role .
  • In-depth knowledge of ISM Code, MARPOL, SOLAS, and flag state regulations.
  • Strong leadership, communication, and incident investigation skills.
  • Familiarity with coal handling and offshore transshipment processes is an advantage.
