Overview
Human Capital Resources and Concepts Inc. (HCRC) is a consulting firm that specializes in resource management capabilities used throughout federal organizations. Our consultants have in-depth training and experience in the Department of Defense and other federal entities, including the Intelligence Community. We provide subject‑matter expertise in source analysis, mission support services, and information technology, addressing both strategic issues and everyday business challenges to deliver objective, actionable plans.
Responsibilities- Review, analyze, and interpret complex documents—including plans, policies, procedures, guidance, and memos.
- Assess the effectiveness of organizational structures, initiatives, programs, and processes.
- Document the existing capability (current state) for an organization and its programs.
- Document processes using process‑improvement methodologies (e.g., Lean Six Sigma) to identify gaps and inefficiencies.
- Design and facilitate workshops, focus groups, work groups, and strategic planning sessions.
- Design and facilitate meetings and conferences, including logistics handling.
- Prepare agendas, meeting minutes, summaries, and after‑action reports.
- Develop change‑management and stakeholder‑engagement strategies.
- Interview stakeholders to elicit requirements and understand roles, responsibilities, staffing, budgets, and other performance factors.
- Develop narratives and visualizations using Word, PowerPoint, Excel, and graphics to communicate results.
- Develop communication plans and internal/external products—emails, fact sheets, presentations, reports—to secure stakeholder and senior‑leader buy‑in.
- Conduct 360 assessments.
- Provide executive and team coaching.
- Deliver concrete feedback to coaches regarding behaviors, decisions, and team dynamics.
- MA/MS in a related field preferred.
- Coaching certification required (ICF MCC).
- Demonstrated ability to work independently.
- Strong interpersonal, consultative, analytical, strategic‑planning, and organizational skills.
- Articulate, intelligent communicator able to relate to people at all levels.
- Excellent writing and presentation skills.
- Sound technical, analytical, and judgmental abilities with a strong operational focus.
- Energetic, forward‑thinking, creative with high ethical standards.
- Flexible, able to meet multiple stakeholder needs and tight deadlines.
- Well‑organized, self‑directed, team‑player.
- Minimum 10 years as a coach and facilitator.
- Experience on government contracts in a consultative role.
- Proficiency in Microsoft Word, Excel, PowerPoint, and SharePoint.
- Executive‑level coaching, consulting, or related experience.
- Experience with 360 and other psychometric assessments.
- Strong understanding of adult learning and behavioral, cognitive, and social psychology.
