Position: BD/ Growth Manager
Location: Town of Poland

Human Capital Resources and Concepts is seeking an experienced Business Developer/ Growth manager with a proven track record of identifying, qualifying, and winning technology-based business opportunities within the Federal Government (IC and DoD) and commercial sectors. This role focuses on building and managing a robust pipeline to drive business growth.

Responsibilities:
  • Develop and execute go-to-market plans and maintain a pipeline aligned with company growth goals in the IC and DoD markets.
  • Identify opportunities via resources like eBuy, Gov Tribe, and SAM.
  • Shape opportunities through white papers, RFIs, and customer engagements while promoting the company brand.
  • Support capture and proposal efforts, ensuring alignment throughout the business development lifecycle.
  • Conduct opportunity analysis, prepare proposals, and lead responses to government solicitations.
  • Collaborate with leadership to refine strategies, provide pipeline updates, and integrate project management principles.
Qualifications:

Required:

  • Strong customer network within IC and DoD; knowledge of major programs and acquisition strategies.
  • Demonstrated success winning high-value federal contracts and building sales pipelines.
  • Proficiency in Microsoft Office and familiarity with federal procurement processes, including FAR/DFAR.
  • Experience with IC/DoD technologies, GSA schedules, and capture process training.
Education & Experience:
  • Bachelor’s degree in business or related field.
  • 10+ years in business development, with 5+ years of winning proposal efforts.
