Training & Exercises Specialist (HSEEP) / Federal Experience / J7Job Type: Contractor
Location: Remote with potential for occasional travel (as required by contract)
Clearance Level: Public Trust or ability to obtain
Blueprint is a fast-growing mission-aligned program execution partner delivering operational readiness, innovation enablement, health logistics, and theater-scale operational support across health security, defense, homeland security, and technology transformation domains.
Customers include Army Medical Command, Army National Guard, NASA, Department of Energy, U.S. Trade and Development Agency as well as state and local government.
Core ResponsibilitiesLead or support the planning, execution, and after-action processes for HSEEP-compliant exercises (Tabletop, Functional, and Full-Scale).
Develop and facilitate exercise planning meetings, player handbooks, MSELs, and evaluation guides.
Conduct needs assessments, gap analyses, and improvement plan tracking (IPTs).
Engage stakeholders across federal, state, and local jurisdictions to coordinate multi-agency exercises.
Draft After Action Reports (AARs) with actionable findings and recommendations.
Ensure exercises align with agency-specific continuity of operations (COOP), public health preparedness, and homeland security priorities.
Support federal clients with exercise compliance, documentation, and readiness assessments.
HSEEP Expertise: Deep understanding of FEMA's Homeland Security Exercise and Evaluation Program.
Public Health & Emergency Preparedness Knowledge: Familiarity with CDC's PHEP capabilities, ASPR guidelines, and FEMA mission areas.
Project Management: Strong planning, logistics, and stakeholder coordination skills; familiarity with Microsoft Project or Smartsheet.
Evaluation and Reporting: Skilled in AAR/IP development, corrective action tracking, and performance measurement.
Stakeholder Engagement: Able to build trust and coordinate across multidisciplinary government teams.
Technical Tools: Proficiency in tools such as Microsoft 365, Adobe Acrobat, Miro, and virtual facilitation platforms (Zoom Gov, MS Teams).
GS Equivalent: GS-0301 (Misc. Administration and Program), GS-0343 (Management and Program Analyst), or GS-0601 (Health Program Specialist)
Preferred QualificationsBachelor’s or Master’s in Emergency Management, Public Health, Homeland Security, or related field.
HSEEP Certification (FEMA Emergency Management Institute)
Experience working with HHS, CDC, FEMA, or DoD exercise programs.
Familiarity with federal contracting environments and performance-based contracting.
Performance Expectations (Bench Readiness)This role will be part of Blueprint’s Operational Readiness & Exercises Contractor Bench
, with expectations for:
Rapid response availability during surge periods
Clear deliverable-based tasking with timelines and milestones
Integration into Blueprint’s SOP and contract scorecard systems
Participation in Blueprint onboarding and contract-readiness review
