Position Summary AndJob Duties
Highly professional accounting position that maintains the City’s fiscal records and systems. This includes supervision and oversight of the Accounting Division and oversight of the Payroll Division. Work involves responsibilities for the implementation and maintenance of accounting standards throughout all City offices. Maintain the City’s general ledger, act as system's administrator for the City’s accounting software and to produce and/or develop reports as needed.
This position must understand internal controls and implement processes to maintain separation of duties.
- Maintain the City’s general ledger and act as systems administrator for accounting software.
- Guide and review work of the Accounting Division.
- Research and implement new accounting requirements.
- Maintain the chart of accounts.
- Perform major accounting activities necessary to close the year and record all related material transactions.
- Organize the preparation for the City’s annual audit, including the single audit, and act as lead.
- Prepare complex audit work papers and work with other departments during audit preparation.
- Review new GASB standards and implement them for the city.
- Manage and maintain the city’s fixed assets.
- Record new borrowings and update related work papers.
- Reconcile general ledger accounts requiring significant knowledge.
- Monitor fund balances and classifications.
- Review and post journal entries.
- Compile, review and confirm the Schedule of Expenditures of Federal and State Awards (SEFSA).
- Review federal revenues for inclusion in the SEFSA.
- Gather and review grant agreements.
- Confirm inclusion of federal awards in SEFSA.
- Extract information from GEARS and SPARC reports.
- Lead and coordinate the single audit, gathering work papers and supporting documents.
- Act as liaison to city departments, help train departments in financial duties.
- Promote good accounting practices and solve problems.
- Review department workflows and train finance managers and clerks.
- Supervise financial services employees.
- Direct and train Accounting Division employees.
- Review employee work and provide feedback.
- Conduct performance evaluations.
- Assist the Payroll Supervisor in oversight of the Payroll Division.
- Assist in hiring, promotion and disciplinary actions.
- Administer the city budget.
- Assist in development of the budget and capital improvement plan.
- Approve budget amendment resolutions.
- Oversee the Payroll Division including backup to Payroll Supervisor.
- Research and assist in implementation of tax law changes.
- Monitor payroll accounts and troubleshoot issues.
- Perform other duties as assigned.
- High level of discretion with decisions restricted only by Departmental and City policies.
- Considerable knowledge of accounting principles and procedures.
- Knowledge of governmental accounting and public administration, including GASB pronouncements and GAAP procedures.
- Working knowledge of state and federal statutes related to governmental accounting/reporting.
- Knowledge of payroll processing, procedures, and employer tax law as it relates to payroll administration.
- Knowledge of policies and procedures of the Wisconsin Retirement System and Social Security Administration (if applicable).
- Strong computer skills including but not limited to Excel and Word.
- Ability to apply accounting principles to voluminous transactions.
- Ability to manage projects and prioritize tasks.
- Ability to maintain accuracy and detail under time constraints.
- Ability to analyze and interpret policy questions.
