The Estimation Manager will lead the preparation, coordination, and submission of accurate and competitive cost estimates for Mechanical, Electrical, and Plumbing (MEP) projects. The role requires extensive experience in MEP contracting, tendering, quantity take-offs, pricing, value engineering, and commercial evaluation of projects across commercial, residential, industrial, hospitality, healthcare, and infrastructure sectors.
The successful candidate will manage the estimation team, coordinate with suppliers, subcontractors, consultants, and clients, and ensure timely submission of technically compliant and commercially competitive bids.
Key Responsibilities Tender Management- Review tender documents, drawings, specifications, BOQs, and contract requirements.
- Lead bid/no-bid evaluations and risk assessments.
- Develop tender strategies to maximize competitiveness and profitability.
- Ensure timely preparation and submission of tenders.
- Prepare detailed cost estimates for MEP systems including:
- HVAC & Ventilation
- Plumbing & Drainage
- Fire Fighting & Fire Alarm
- Electrical Power & Lighting
- ELV Systems
- Building Management Systems (BMS)
- Perform quantity take-offs from drawings and specifications.
- Analyze project requirements and determine labor, material, equipment, and subcontractor costs.
- Maintain updated cost databases and pricing benchmarks.
- Evaluate supplier and subcontractor quotations.
- Conduct comparative analysis and negotiate pricing.
Identify risks, exclusions, qualifications, and assumptions within bids. - Provide value engineering solutions to improve project competitiveness.
- Manage and mentor estimation engineers and quantity surveyors.
- Allocate tender responsibilities and monitor progress.
- Establish estimation procedures, templates, and best practices.
- Ensure quality control of all submitted estimates.
- Liaise with clients, consultants, vendors, and subcontractors during tender stages.
- Participate in pre-bid meetings and technical clarifications.
- Support business development and management teams during project negotiations.
- Prepare tender summaries and management reports.
- Maintain records of submitted tenders and project outcomes.
- Analyze awarded and lost projects to improve future bid strategies.
- Support project handover to operations and commercial teams after award.
- Bachelor's Degree in:
- Mechanical Engineering, or
- Electrical Engineering, or
- Building Services Engineering, or
- Equivalent Engineering Degree relevant to MEP Projects.
- Minimum 10-15 years of experience in MEP contracting and estimation.
- Minimum 5 years in a managerial or senior estimation role
. - Proven experience in estimating large-scale MEP projects within the UAE/GCC.
- Strong knowledge of local market rates, suppliers, subcontractors, and construction practices.
