Senior Purchasing Specialist

We are seeking a highly skilled and experienced Senior Purchasing Specialist with 8-10 years of experience in the construction industry, specializing in Civil and MEP (Mechanical, Electrical, and Plumbing) procurement. The successful candidate will be responsible for managing the procurement of construction materials, equipment, subcontractors, and services for multiple projects while ensuring cost optimization, quality compliance, and timely delivery.

The ideal candidate must have extensive experience in sourcing and purchasing Civil and MEP materials, negotiating with suppliers and subcontractors, and supporting project teams throughout the procurement lifecycle.

• Coordinate with project managers, engineers, and site teams to identify procurement requirements for Civil and MEP works
• Review and process purchase requisitions received from projects and ensure compliance with project specifications and budgets
• Study project documents including BOQs, drawings, specifications, vendor lists, and contract requirements
• Source and procure Civil, Architectural, Mechanical, Electrical, Plumbing, and Fire Fighting materials and equipment
• Prepare and issue RFQs to approved local and international suppliers and subcontractors
• Obtain, evaluate, and compare technical and commercial quotations to ensure best value procurement
• Negotiate pricing, payment terms, delivery schedules, warranties, and contractual conditions with suppliers and subcontractors
• Prepare technical and commercial comparison reports and recommendations for management approval
• Coordinate with technical departments to ensure materials comply with project specifications and consultant requirements
• Prepare Letters of Intent (LOIs), Purchase Orders (POs), and subcontract agreements following company procedures
• Follow up with suppliers and subcontractors to ensure timely delivery of materials and services
• Support material submittals and approvals in coordination with consultants, clients, and project teams
• Develop and maintain a reliable supplier and subcontractor database for Civil and MEP trades
• Monitor market trends, material prices, and supplier performance to identify cost saving opportunities
• Resolve procurement related issues and elevate critical matters to the Head of Procurement when necessary
• Ensure all procurement activities comply with company policies, project requirements, and contractual obligations

• Bachelor's Degree in Civil Engineering, Mechanical Engineering, Electrical Engineering, Supply Chain Management, or a related field
• 8-10 years of procurement experience within the construction and contracting industry
• Proven experience in Civil and MEP procurement for building, commercial, residential, hospitality, infrastructure, or industrial projects
• Strong knowledge of construction materials, equipment, subcontracting practices, and procurement procedures
• Experience in reviewing technical specifications, BOQs, shop drawings, and material submittals
• Familiarity with local and international sourcing and supplier management
• Proficiency in ERP systems, procurement software, and Microsoft Office applications
• Excellent negotiation, analytical, and commercial evaluation skills
• Strong communication and stakeholder management capabilities

• Experience working with major contractors in Saudi Arabia or the GCC region
• Knowledge of local construction suppliers and subcontractor networks
• Professional certifications in Procurement, Supply Chain Management, or Contract Management are an advantage
