Tender Engineer

The Tender Engineer is responsible for reviewing tender documents, analyzing project requirements, preparing technical and commercial proposals, developing methodologies and execution plans, and coordinating with internal departments to ensure timely and competitive tender submissions. The role requires strong analytical skills, construction knowledge, and experience in proposal preparation for construction and infrastructure projects.

• Review tender invitations, drawings, specifications, contracts, and client requirements.
• Analyze tender documents to identify project scope, risks, constraints, and key deliverables.
• Prepare tender summaries and bid/no bid recommendations.
• Identify technical and commercial clarifications required from clients.

• Prepare comprehensive technical proposals in accordance with tender requirements.
• Develop construction methodologies, work sequences, and execution strategies.
• Prepare project organization charts, resource plans, and mobilization plans.
• Coordinate with engineering, planning, procurement, and commercial teams for proposal development.
• Ensure all tender submissions comply with client requirements and deadlines.

• Develop construction methodologies and method statements for project execution.
• Prepare technical presentations and supporting documentation.
• Contribute to project schedules and preliminary planning activities.
• Assist in identifying project risks and mitigation measures.

• Coordinate with subcontractors and suppliers for technical inputs and quotations.
• Participate in tender clarification meetings and client discussions.
• Compile and submit complete tender packages.
• Maintain records of submitted tenders and supporting documents.

• Maintain a database of previous tenders, methodologies, and lessons learned.
• Monitor industry trends, market conditions, and competitor activities.
• Support management in improving tendering processes and proposal quality.

• Bachelor's Degree in Civil Engineering, Construction Engineering, or a related discipline.
• Additional qualifications in Project Management or Construction Management are advantageous.

• Minimum 5 years of experience in tendering and proposal preparation within the construction industry.
• Minimum 3 years of experience in Saudi Arabia with a contracting company.
• Proven experience in preparing technical proposals, construction methodologies, and tender submissions.
• Experience in infrastructure, roads, utilities, tunnels, railways, or building projects is preferred.
• Familiarity with public and private sector tendering processes.

• Strong understanding of construction methods and project execution.
• Ability to interpret drawings, specifications, and contract documents.
• Proficiency in Microsoft Office Suite.
• Knowledge of Primavera P6 and AutoCAD is an advantage.
