We are seeking an experienced Senior Civil Engineer – Roads & Infrastructure with a minimum of 10 years of professional experience in the planning, design, supervision, and delivery of roads and infrastructure projects. The successful candidate will provide technical leadership and engineering expertise in the execution of transportation and infrastructure developments, ensuring compliance with project specifications, quality standards, schedules, and budget requirements.
The role involves coordinating multidisciplinary teams, managing stakeholder relationships, reviewing engineering designs, and overseeing construction activities to ensure successful project delivery.
Project Management & Coordination- Support Project Managers and Resident Engineers in the successful delivery of projects.
- Monitor project schedules, budgets, and resource requirements.
- Coordinate with clients, contractors, consultants, and government authorities.
- Participate in project planning, progress meetings, and technical workshops.
- Ensure project objectives are achieved within approved timelines and budgets.
- Review contractor work plans, methodologies, and construction schedules.
- Supervise construction activities related to roads, highways, bridges, utility networks, and associated infrastructure.
- Ensure works are executed in accordance with approved drawings, specifications, and contract requirements.
- Monitor site progress and resolve technical issues during construction.
- Review inspection reports, testing records, and quality documentation.
- Verify compliance with quality assurance and quality control procedures.
- Assist in managing project risks and construction challenges.
- Ensure compliance with project quality requirements and standards.
- Review and approve material submittals and technical reports.
- Monitor testing activities for soils, concrete, asphalt, aggregates, and infrastructure works.
- Review and address non-conformance reports (NCRs) and corrective actions.
- Ensure implementation of project HSE requirements.
- Promote safe construction practices and compliance with HSE regulations.
- Participate in safety audits and site inspections.
- Support environmental compliance and sustainability initiatives.
- Coordinate with municipalities, transportation authorities, utility providers, and other stakeholders.
- Support submissions, approvals, permits, and authority coordination processes.
- Represent the project during technical presentations and review meetings.
- Review contractor claims, variation orders, and technical proposals.
- Assist in evaluating progress payments and project deliverables.
- Support contract administration activities and project close-out processes.
- Bachelor's Degree in Civil Engineering from an accredited university.
- Master's Degree in Transportation, Infrastructure Engineering, or Project Management is an advantage.
- Minimum 10 years of relevant experience in roads and infrastructure projects.
- Professional Engineering registration or chartered status is preferred.
- Extensive experience in:
- Road and highway engineering
- Infrastructure design and construction
- Utility coordination
- Pavement engineering
- Drainage and stormwater systems
- Earthworks and grading
- Strong knowledge of:
- AASHTO Standards
- ASTM Standards
- BS / EN Standards
- Local Municipality and Authority Standards
- Familiarity with engineering software such as:
- AutoCAD
- Civil 3D
- Micro Station
- MX Road/Open Roads
- Primavera P6
- Microsoft Project
- Ability to interpret engineering drawings, specifications, and contract documents.
- Strong leadership and team management capabilities.
- Excellent communication and stakeholder engagement skills.
- Strong analytical and problem-solving abilities.
- Effective report writing and presentation skills.
- Ability to manage multiple priorities and project deadlines.
- Decision-making and conflict-resolution skills.
- Experience in large-scale infrastructure, urban development, highways, smart city, airport, rail, or municipal projects.
- Experience working with engineering consultants, project management consultants (PMC), or government agencies.
- Strong knowledge of GCC/Middle East infrastructure standards and authority requirements.
- Experience managing multidisciplinary engineering teams and contractor interfaces.
- Successful delivery of projects within budget and schedule.
- Compliance with quality, safety, and regulatory requirements.
- Timely resolution of technical and construction issues.
- Reduction in non-conformities and rework.
