Job Purpose

Accountable for leading and executing all purchasing activities related to Maintenance, Repair and Operations (MRO), capital expenditure (CAPEX), technical materials, and operational requirements. Ensures the timely acquisition of high-quality goods and services that support plant reliability, operational excellence, and project delivery, while driving cost optimization and compliance with company policies.

Key Accountabilities MRO & Technical Purchasing
  • Lead all purchasing activities for spare parts, consumables, tools, and technical services critical to plant maintenance and smooth operations.
  • Collaborate with Maintenance and Engineering teams to understand technical specifications and ensure fit-for-purpose materials and services.
  • Develop strategic relationships with Original Equipment Manufacturers (OEMs) and critical vendors to secure long-term supply reliability.
  • Evaluate technical and commercial bids and coordinate with end users to ensure purchased items meet quality and operational requirements.
CAPEX Purchasing
  • Manage end-to-end purchasing activities for CAPEX projects, including machinery, equipment, and high-value technical services.
  • Work closely with Engineering and Finance teams to ensure CAPEX purchases align with technical specifications, project budgets, and timelines.
  • Negotiate and finalize high-value contracts to secure favourable commercial and technical terms.
  • Monitor delivery schedules and proactively resolve issues impacting CAPEX procurement.
Project Purchasing
  • Handle project-specific purchases for materials, services, and equipment not classified under CAPEX but essential for project execution.
  • Engage with vendors and contractors to secure resources within tight project timelines.
  • Ensure compliance with project-specific purchasing policies and requirements.
  • Manage supplier performance during project phases to maintain quality and timely delivery.
Project Management Support
  • Support cross-functional project teams by providing purchasing expertise throughout the project lifecycle.
  • Coordinate with Project Managers to align procurement deliverables with project milestones.
  • Track and report purchasing progress, identify risks, and implement corrective actions where necessary.
  • Assist in developing project-related purchasing documentation, including technical bid evaluations and supplier proposals.
Supplier Management & Compliance
  • Develop and maintain strategic supplier partnerships, ensuring adherence to quality standards, delivery schedules, and contractual obligations.
  • Lead supplier evaluations, audits, and development initiatives to strengthen supply chain resilience.
  • Ensure strict compliance with company purchasing policies, ethical standards, and regulatory frameworks.
Cost Optimization & Process Excellence
  • Identify and execute cost-saving initiatives while maintaining technical and quality requirements.
  • Streamline purchasing processes and adopt best practices to enhance efficiency and responsiveness.
  • Provide regular reports to senior management on purchasing metrics, savings achieved, supplier performance, and lead-time reductions.
People Management
  • Lead, coach, and develop procurement-related team members.
  • Define roles, responsibilities, and performance expectations.
  • Promote teamwork, accountability, and continuous improvement.
Policies, Systems, Processes, Procedures, Standards and Reports
  • Contribute to the development and implementation of procurement-related policies, systems, processes, and procedures to ensure consistent application and ease of operations for subordinates.
  • Ensure accurate and disciplined use of SAP and related systems for reporting, tracking, and operational visibility.
What We’re Looking For
  • Degree in Supply Chain Management, Business Administration, or a related discipline (equivalent experience will be considered).
  • 5+ years of relevant experience, with flexibility depending on role scope and performance.
  • Arabic,English:
    Advanced (or strong working proficiency).
