To provide global leadership in project procurement by developing and strengthening procurement policies, guidelines, procedures, tools, and strategies that ensure fiduciary integrity, compliance, economy, efficiency, transparency, and value for money in Bank-financed operations. The role provides expert advice and procurement opinions; supports the design and implementation of procurement strategies; strengthens country and e-procurement systems; leads capacity development initiatives; monitors portfolio procurement performance across Regional Hubs;

addresses complex procurement challenges and risks; promotes innovation and knowledge sharing; and fosters collaboration with development partners and multilateral development banks to advance international best practices and support the timely and effective delivery of development projects in Member Countries.

Policies and Procedures:

• Lead the development of procurement policies and procedures based on the Member Countries’ capacity and requirements and in line with practices of similar MDBs.
• Contribute effectively to the formulation of the Strategy of the Unit, annual plans, budget and ensure proper implementation of the same.
• Develop and update project procurement policy instruments, including procurement procedures, processes, standard templates and checklists, taking into account the specific nature of the financing concerned, and ensuring that the procurement approaches are "fit-for-purpose" and reflect "value-for-money" through the application of Bank's core project procurement principles.
• Develop and update guidance notes and standard project procurement documents relevant to the project procurement cycle.
• Provide review of all other Bank policies and procedures in order to ensure consistency with the project procurement policies of the Bank.
• Lead the preparation of country procurement assessment and e-GP assessments

Project Procurement Design and Implementation Management:

• Guide beneficiary countries in preparing Procurement Strategies and Procurement Plans to support the achievement of project and program development objectives.
• Develop a robust procurement risk matrix with mitigation measures and ensure its implementation at the project level.
• Lead the process for development of procurement packages and arrangements for projects for acquisition of works, goods, and services during preparation of projects in consultation with procurement and operations colleagues.
• Develop, enhance, and manage project procurement in compliance with agreed procurement arrangements, in coordination with operations teams across RHs.
• Provide facilitation and implementation support to the project procurement officers across RHs by contributing to procurement performance reviews to address procurement issues.
• Lead and monitor procurement-related activities for RHs to support project procurement processes in line with the agreed Procurement Plan.
• Ensure compliance with the Bank’s policies, procedures, and Delegation of Authority matrix during procurement process reviews.
• Lead the review of specific non-compliance cases across RHs and the post reviews of the IsDB’s project procurement.

Country System Assessment and Capacity Development:

• Lead technical assessments of Member Countries’ procurement systems and e-GP systems using the MAPS tool, in collaboration with development partners.
