Position: EHS Manager / Senior EHS Supervisor

Position Overview

We are seeking a highly competent and hands‑on EHS Manager to oversee the environmental, health, and safety operations at our Saudi Arabia base. The successful candidate will be responsible for building, executing, and maintaining an EHS management system that strictly complies with Saudi Arabian local regulations.

A strong background in chemical safety, pharmaceutical R&D/laboratory environments preferred, and a proven track record of direct liaison with Saudi government authorities are critical for this role.

Key Responsibilities 1. Base EHS System Establishment & Operation
  • Oversee day‑to‑day EHS operations of the Saudi base.
  • Establish, implement, and maintain an on‑site EHS management system aligned with Saudi local regulations, ensuring 100% compliant and penalty‑free operations.

2. Daily Safety & Operational Risk Control
  • Lead occupational health, safety, and environmental initiatives, with a heavy focus on laboratory chemical/hazardous chemical management (storage, handling, and disposal), waste management, wastewater treatment management, air emission and related environmental routine monitoring work; keep normal operation of site firefighting and security including security guard team management etc. Coordinate the industrial hygiene testing in workplace and conduct employee occupational health surveillance.
  • Manage safety protocols for high‑risk operations, including special equipment (elevators, lifting equipment), work at heights, confined spaces, and hot work etc.
  • Conduct routine EHS inspections, specialized audits, and hazard investigations. Formulate robust CAPA (Corrective and Preventive Action) plans and track them to 100% closure.
3. Local Compliance & Government Relations
  • Act as the primary point of contact for Saudi EHS regulatory authorities (e.g., NCEC/MEWA for Environment, Ministry of Human Resources and Social Development - MHRSD, Civil Defense, and local Municipalities).
  • Manage EHS compliance declarations, permit applications, and documentation submission; lead the preparation and reception of official government inspections.
  • Coordinate with local third‑party agencies for EHS‑related testing, ISO certifications, waste management vendors, and emergency response partners.
4. Team Leadership & Emergency response
  • Supervise and develop the local EHS team on‑site, allocating tasks, managing performance, and building local EHS capability.
  • Formulate, update, and test the site emergency response plans (ERP). Organize regular drills and lead immediate, compliant handling of any EHS incidents (accidents, chemical spills, occupational health issues).
5. Cross‑Cultural Collaboration & Safety Culture
  • Tailor EHS communication and training programs to align with local Saudi culture, language requirements, and religious customs, fostering a proactive safety culture.
  • Bridge communication between China Headquarters and the local Saudi operations team to ensure global EHS standards are practically localized.
Job Requirements 1. Educational & Professional Background
  • Bachelor’s degree or above in Chemistry, Chemical Engineering, Safety Engineering, Environmental Science, Occupational Health, or related disciplines preferred.
  • Must possess a solid foundation in chemistry and a deep understanding of pharmaceutical industry chemical safety (laboratory safety, chemical compatibility, and hazardous waste).
2. Work Experience
  • 3 to 5+ years of full‑time EHS management experience within the Pharmaceutical, Biotech, or Chemical laboratory sector is highly preferred.
  • Proven experience in managing EHS for overseas facilities of multinational companies is highly preferred.
3. Saudi Local Competency
  • In-depth, practical knowledge of Saudi Arabian environmental, occupational health, and safety laws and regulations (e.g., SASO standards, Labor Law, Civil Defense codes).
4. Communication & Professional Qualifications
  • Professional fluency in English (written and spoken) is mandatory to act as the working language. Arabic language skills are a significant plus.
  • Excellent cross‑cultural communication and negotiation skills, with a track record of successfully handling relations with Saudi government officials.
  • Preferred

    Certifications:
  • NEBOSH IGC / NEBOSH Diploma.
  • Saudi Council of Engineers (SCE) registration (highly preferred).
  • Certified Safety Engineer, OSHA 30 Hours, or Occupational Health Manager equivalent.

    Deep knowledge of process safety and hazard controls for chemical R&D/pharmaceutical environments.

    High compliance awareness with the ability to interpret local Saudi regulations and convert them into actionable on‑site procedures.

    Culturally sensitive, versatile, and fully adaptable to live and work on‑site in Saudi Arabia.
