This position is located at 200 Madison Street, Jefferson City, MO 65102.

The Missouri Public Service Commission regulates investor‑owned utilities in Missouri. The Water, Sewer, Gas, and Steam Department performs evaluations and ongoing reviews of all tariff filings to ensure compliance with Commission rules and procedures, reviews rate design proposals, and participates in finance case reviews.

Responsibilities
  • Perform reviews and analysis of policies and programs affecting rates used to charge water, sewer, gas, and steam customers.
  • Ensure customers receive safe and adequate service.
  • Coordinate technical aspects of rate cases before the Commission.
  • Negotiate with utility representatives and interveners.
  • Review legislative proposals and participate in rule making.
  • Provide input and testify on issues as an expert witness.
  • Make recommendations to utilities to ensure rule and regulation compliance.
  • Occasional out‑of‑state travel may be required.
Minimum Qualifications
  • A Bachelor's degree from an accredited four‑year college or university in Accounting, Finance, Economics, Business Administration, or a closely related field.
  • Four or more years of professional auditing experience, including three or more years in a regulatory environment that provides a broad view of regulation, utility operations, cost evaluation, or management analysis.
  • Knowledge of drinking water or wastewater environmental regulations and/or natural gas regulations is a plus.
  • Strong interpersonal, communication, active listening, and writing skills.
  • Proficient in Microsoft Word, Excel, PowerPoint, and Access.
  • Ability to work within a team setting or independently.
  • Initiative and strong work ethic.
