This is a professional role serving as the Advanced Emergency Management Officer overseeing the Earthquake program with projects funded by the Earthquake grant. The officer advises the Missouri Seismic Safety Commission, coordinates with FEMA, CUSEC, state agencies, and local governments to raise awareness of earthquake risk in Missouri.
What You’ll Do- Serve as coordinator for the state’s annual Earthquake Summit.
- Provide technical assistance and administer training for SAVE Coalition volunteers.
- Ensure compliance with laws, regulations, state policies and grant requirements.
- Maintain knowledge of state and federal requirements for internal compliance and policy.
- Conduct annual review and update of the New Madrid Seismic Zone (NMSZ) Earthquake Joint Interagency Operations Plan; serve on bi‑annual plan update and exercises.
- Review and participate in earthquake planning for the State Emergency Operations Plan.
- Respond to inquiries related to the NMSZ and related programs across the State.
- Serve as SEMA’s administrator to the Missouri Seismic Safety Commission and the SAVE Coalition.
- Participate in exercises, meetings, trainings, and other disaster‑related duties as requested.
- Provide NMSZ earthquake presentations to local, regional and state partners as available.
- Develop and lead the state’s annual Shake Out Drill, expanding participation.
- Develop the budget and complete grant and project performance reports.
- Excellent interpersonal skills, dependability, organization skills and attention to detail.
- Experience in developing budgets and federal grant management.
- Experience in conference planning and coordination.
- Ability to research guidance, state statutes and federal regulations and apply findings to program materials and plans.
- Positive attitude, teamwork orientation and independent work ability.
- Public speaking skills.
- Excellent writing skills; disaster plan development experience.
- Strong verbal, written, organizational, research and problem‑solving skills.
- Excellent skills using Microsoft Office 365, Adobe Acrobat, and related programs.
- Ability to travel as required.
- Strong computer software skills including MS Excel, Word, PowerPoint and Outlook.
Candidates typically possess a bachelor’s degree from an accredited college or university and two or more years of professional experience in emergency management or a related field, or verifiable experience in research and analysis, project management, grants management, budget/fiscal analysis, plan writing and/or a closely related area. Experience may be substituted for bachelor’s degree. Lack of post‑secondary education will not be used as the sole basis for denying consideration to any applicant.
