The State School Safety Coordinator will serve as the central operational leader responsible for centralizing, aligning, and elevating multi-faceted school safety initiatives across Missouri. Operating as a centralized hub within the Department of Public Safety (DPS), this role will assist in addressing operational silos across local school districts, state executive departments, la w enforcement entities, federal partners, and private organizations to build a cohesive, statewide school safety framework tailored to urban, suburban, and rural communities.

  • Conduct statewide gap analyses evaluating physical security, behavioral threat assessment protocols, and emergency preparedness.
  • Synthesize disparate school safety initiatives into a unified state safety framework.
  • Perform state school safety benchmarking against national best practices.
  • Identify legislative and regulatory gaps and propose statutory updates and policy recommendations.
  • Assist in assessing individual district needs and match them directly with appropriate planning guides, equipment programs, and expert consultation.
  • Track emerging school safety grants and package complex grant requirements into actionable guidance.
  • Identify, catalog, and publicize federal, state, and private grant opportunities for school safety enhancements.
  • Build, maintain, and curate an accessible statewide resource repository for educators, law enforcement, first responders, and mental health professionals. Continuously scan, evaluate, and synthesize disparate resources across federal agencies, state departments and national safety associations into a unified, user-friendly state repository.
  • Maintain active liaison channels with emergency management directors, behavioral health agencies, and first responder associations to bring specialized community-level safety resources directly into school systems.
  • Disseminate model safety plans, standard operating guidelines, and training materials.
  • Raise statewide awareness through stakeholder workshops, webinars, and regional working groups.
  • Develop and disseminate guidance on medical emergency response, including the creation of Cardiac Emergency Response Plans and the implementation of state-mandated CPR training programs.
  • Provide model policies and guidance to school districts on safety-adjacent administrative issues, such as the mandated development of policies for electronic communication devices.
Knowledge, Skills and Abilities:
  • Planning, developing, implementing, coordinating, and evaluating various school safety programs.
  • Coordinating with fusion centers and law enforcement partners for threat information and early warning as it relates to school safety threats.
  • Preparing, maintaining, and submitting program progress, status, and statistical assessments.
  • Deep understanding of All-Hazards emergency planning, NIMS/ICS protocols, and behavioral threat assessment models.
  • Proven grant management, legislative research, and stakeholder facilitation skills.
  • Ability to develop effective professional and interpersonal relationships with peers and colleagues in the school safety and homeland security community.
  • Ability to train small and large audiences in classroom settings.
  • Demonstrated ability to communicate clearly, both orally and in written reports, in a manner that is targeted to and meets the needs of diverse audiences, including senior-level officials.
  • Ability to logically analyze, synthesize, and judge information, as well as the demonstrated ability to review and incorporate multiple sources of information in performing assignments.
