We are seeking a motivated individual to design the next generation of high‑performance computing solutions built around superconducting electronics. The role is a PDK Electrical Engineering Manager 2, requiring full‑time on‑site work at our Advanced Technology Laboratory (ATL) in Linthicum, MD or at our Annapolis Junction, MD location.

• Lead the PDK direction across multiple technologies and act as a subject matter expert for other foundry roles.
• Mentor and manage a PDK/CAD engineering team of 10–15 staff, including staffing, performance, compensation and career development.
• Review the work of other PDK engineers, document and implement best practices, and provide technical leadership.
• Inform stakeholders and program managers with status updates, issue resolution, and overall engineering execution.
• Partner with the program management office to ensure successful execution against cost and schedule targets.
• Develop appropriate technical training to address critical skill shortfalls and improve team performance.

• Bachelor’s degree in STEM with 8+ years of experience (or Master’s degree with 6 years) in a related engineering field.
• Experience writing design verification rules and generating scripts (SKILL, Python, PERL, Ocean, Linux Shell, etc.) for CAD environments.
• Proficiency with Cadence Virtuoso, DRC/LVS/PEX within Cadence DIVA, Assura or Mentor Graphics Calibre.
• Demonstrated experience with Agile/Scrum methodologies and Atlassian tools stack – Jira, Confluence.
• Must be willing to work on site 100% of the time; limited travel to local Northrop Grumman facilities may be required.
• Position requires U.S. citizenship and the ability to obtain and maintain the necessary U.S. government security clearance.

• Master’s degree in STEM with 6+ years in a related engineering field.
• Experience managing teams of 10 or more.
• Experience with EVM/Semiconductor device modeling.
• Knowledge of semiconductor process development, design, manufacturing and testing.
• Experience taking lab measurements on process control monitor (PCM) test structures or interpreting automated test results.
• Experience utilizing the Spectre simulator to verify models match measurements.
• Must be willing to work on site 100% of the time; limited travel to local Northrop Grumman facilities may be required.
• Position requires U.S. citizenship and the ability to obtain and maintain a U.S. government security clearance per business requirements.
