Job Description

Within SWORPS, the Tennessee Child Support Employment and Parenting Program (TCSEPP) Manager builds a strong evidence‑informed and trauma‑informed practice that assists, supports, and advocates for non‑custodial parents involved with the child support system. The Manager reports to the Regional Director and works to implement, manage, monitor, and evaluate TCSEPP in assigned Judicial Districts across one of three regions (East, Middle, or West Tennessee).

Responsibilities include coaching TCSEPP Coordinators, conducting outreach, building collaborative relationships with child support offices, public and private community partners, and ensuring grant funding continuity.

Responsibilities

  • Manage the work of TCSEPP Coordinators within multi‑county Judicial Districts
  • Interview, hire, and train employees
  • Provide leadership, guidance, and coaching to Coordinators in line with the TCSEPP Practice Model
  • Evaluate Coordinator performance and monitor accuracy of work
  • Assist Coordinators with resolving issues with participants
  • Plan and facilitate meetings and development sessions
  • Prepare performance evaluations and maintain performance records
  • Collaborate with Child Support Partners, Attorneys, and Court Magistrates to promote TCSEPP and resolve program concerns
  • Meet with community agencies to educate, review services, and build relationships
  • Participate in community collaborative efforts and coalitions
  • Assist with developing program and outreach materials
  • Evaluate effectiveness of activities, prepare and present to community and conferences
  • Provide quality assurance oversight for data collection
  • Coordinate with evaluator for reports to funder capturing impacts
  • Monitor referrals and adjust coordinator caseloads to maintain quality
  • Review program services and outreach for quality and efficiency
  • Oversee coordinator program and fiscal documentation and processes

Qualifications

  • Bachelor’s degree (or equivalent experience)
  • Minimum 3 years of direct service/case management and 2 years of program planning, coordination, and supervision (or 3 additional years of experience in lieu of a degree)
  • Valid driver’s license with continuous automobile liability coverage
  • Supervisory skill, strong written & oral communication, presentation, analytical, evaluative, time‑management, proficiency in Microsoft Office, data management, and email/Internet systems
  • Leadership abilities, conflict management, problem identification & solution skills

Preferred Qualifications

  • Master’s degree (or 3 additional years of experience in lieu of a degree)
  • Five years of experience in direct service program planning, coordination, and supervision

Work Location

Hybrid; requires travel within East Tennessee. Applicants must live within two hours of Carter, Johnson, Sullivan, Unicoi, and Washington Counties.

Compensation and Benefits

  • UT market range: 10
  • Anticipated hiring range: $61k
