Functioning for 70 years, the Housing Authority of Joliet (HAJ) has been at the forefront and steadfastly committed to bringing exceptional housing services and programs to the people of the City of Joliet, and surrounding Will County communities.


Position Summary
The MTW Coordinator is responsible for the implementation, management, and monitoring of the Movingto Work (MTW) program at the Joliet Housing Authority (JHA), specifically under the Landlord
Incentive (LI) cohort. This role requires close collaboration with the Housing Choice Voucher (HCV)
department, working with staff, HUD, and external consultants to establish program policies,
procedures, and compliance strategies. A key part of this position involves building strong
relationships with landlords and the local real estate community to enhance housing opportunities
within the region.



Key Responsibilities

* Program Development and Support:
- Work closely with the HCV department to align MTW activities with housing choice voucher program
requirements and objectives.
- Assist in establishing the program concept, policies, and procedures for the LI cohort under MTW
guidelines.
- Collaborate on developing payment standard flexibility criteria and parameters to support diverse
rental arrangements.
- Support the design of incentive structures, including signing bonuses, damage claim
reimbursements, and vacancy loss payments for landlords.
- Help develop and implement a streamlined inspection process, including prequalifying inspections.


* Stakeholder Engagement and Coordination:
- Build and maintain positive relationships with landlords, the local realtors’ association, and
other stakeholders to promote program participation.
- Coordinate and host regular meetings, events, and informational sessions with landlords and real
estate professionals to communicate program updates and address any questions or concerns.
- Serve as a primary point of contact for landlords, assisting them with program enrollment and
addressing issues to encourage sustained participation.


* Compliance, Reporting, and Evaluation:
- Ensure adherence to MTW program requirements and JHA policies, maintaining accurate documentation
for HUD compliance.
- Prepare and submit monthly reports on program performance and progress, both internally an to
HUD.
- Work with JHA staff and the MTW consultant to evaluate the program regularly, implementing
improvements to ensure continued compliance and effectiveness.
- Attend monthly field office meetings, virtual seminars, and training sessions to stay updated on
MTW compliance and the Landlord Incentive cohort requirements.


* Internal Collaboration and Program Assessment:
- Coordinate closely with HAJ staff and external MTW consultants to evaluate program performance
and recommend adjustments as needed.
- Assist in gathering and analyzing data on program outcomes to support ongoing improvements and
maintain compliance with HUD requirements.


Qualifications



* Education:

- Bachelor’s degree in public administration, social work, psychology, or a related field (or
equivalent experience).



* Experience:

- 2 to 3 years of experience in public housing programs, program management, or similar roles.
- Experience working within HUD regulations or affordable housing programs, particularly with
landlord engagement, is preferred.


* Skills and

Competencies:

- Strong knowledge of HUD programs, policies, and reporting requirements.
- Excellent communication and relationship-building skills, with the ability to engage and maintain
positive connections with landlords, real estate professionals, and other stakeholders
- Strong organizational skills for planning meetings, events, and maintaining internal reporting
schedules.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and the ability to learn
specialized software.



* Working Conditions:

- Primarily office-based with occasional field visits to housing sites and landlord meetings.
- May require occasional travel for training…
