What You Will Be Doing

Are you ready to lead transformational changes in Alaska’s health care system? The Department of Health is seeking a dynamic individual to serve as a Procurement Specialist 2 for the new and innovative Rural Health Transformation Program.

Responsibilities
  • Develop, award, and administer journey-level procurement transactions with delegated authority
  • Perform formal and informal procurements, including Request for Information (RFI), Requests for Proposal (RFP), Waivers, and Request for Alternate Procurements (RAPs), resulting in contract awards
  • Provide procurement assistance/services for the Office of Health Savings within the Commissioner’s office
  • Provide regular and timely maintenance and upkeep of procurement files
Qualifications
  • Self-Management:
    Sets well defined and realistic personal goals; displays a high level of initiative, effort and commitment towards completing assignments in a timely manner; works with minimal supervision; motivated to achieve; demonstrates responsible behavior
  • Performance Management:
    Knowledge of performance management concepts, principles, and practices related to planning, monitoring, rating, and rewarding employee performance
  • Financial Analysis:
    Knowledge of the principles, methods, and techniques of financial analysis, forecasting, and modeling to interpret quantitative and qualitative data; includes data modeling, earned value management, and evaluating key financial indicators, trends, and historical data
Minimum Qualifications
  • Analytical Thinking/Problem Solving: use a logical, systematic, sequential approach to address problems or opportunities or manage a situation by drawing on one’s knowledge and experience base and calling on other references and resources as necessary
  • Computer

    Skills:

    uses computers, software applications, databases, and automated systems to accomplish work
  • Contracting/Procurement/Property Control: knowledge of various types of contracts, techniques, or requirements for contracting or procurement; contract negotiation and administration; procedures for routine and non-routine purchases; practices and methods used for property control activities, including acquisition, storage, accounting, and controlled property excess
  • Oral and Written Communication: expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information; makes clear and convincing oral and written presentations; listens to others, attends to nonverbal cues, and responds appropriately
  • Reasoning: identifies rules, principles, or relationships that explain facts, data, or other information; analyzes information and makes correct inferences or draws accurate conclusions

Working Environment

This position is in Juneau, in the Alaska Office Building, located in the heart of downtown Juneau near shopping and restaurants. Covered parking is provided in the adjacent State Office Building parking garage.
