Project Civil Engineer

Project Civil Engineer – Accura Engineering and Consulting Services, Inc.

Base pay: $120,000 – $135,000 per year.

Based on experience and will be discussed with the manager during the interview.

Work Location:

Anchorage, AK (JBER).

Requirement – Must be a U.S. Citizen and must pass a federal background review and drug screen.

• Serve as technical expert and advisor for the control of civil and structural systems and related steel and welding features for federal construction projects.
• Perform advisory, consulting, and review duties involving civil/structural system problems or non‑compliance.
• Review contract documents, including plans and specifications, during design for constructability, non‑compliance, issue identification, and contract clarity.
• Participate in all phases of the contract modification process, including preparation of scopes of work for RFPs, government estimates, review of contractor proposals, and preparation of contract modification documentation.
• Assist with steel and welding inspections, quality assurance, contract administration, and providing technical expertise.
• Document reviews and analyze contractor plans and technical submittals for approval action, including progress schedules, environmental, safety and quality control programs, certifications, and shop drawings. Provide comments.
• Prepare correspondence regarding Contractor performance, Requests for Equitable Adjustments (REAs), Requests for Information (RFIs), and other technical issues.
• Prepare partial and final payment estimates, including measurement and computation of pay item quantities, verification of materials on hand, and percentage complete of lump sum items.
• Demonstrate steel and steel connection experience.
• Experience in weld design and compliance review in reviewing plans, submittals, RFIs, and field inspections.
• Non‑destructive inspection (NDI) experience.
• AISC certification.
• Monitor and document scheduled progress of all construction activities and phases of construction and advise the Resident Engineer, COR, and project team of potential slippage or delay.
• Participate and execute RFI and submittal reviews, including coordination with designers, RES, and technical experts, and execute responses to the contractor.
• Review and provide technical assistance with HEMP shielding, Radio Frequency (RF) shield, and ICD 705 construction requirements. Document review and interface with Designer of Record for technical changes or questions.
• Log and maintain data as necessary to assist with project management and decision making.

• Bachelor’s Degree in Engineering, preferably Civil Engineering.
• Current Professional Engineer license within the State of Alaska.
• Minimum of 10 years’ experience as a structural engineer on large, complex, multimillion‑dollar federal construction projects, preferably USACE and/or Department of Defense.
• Non‑destructive inspection (NDI) experience.
• AISC certification.
• Experience with Radio Frequency (RF) shield and ICD 705 construction requirements.
• Knowledge of and experience with High Altitude Electromagnetic Pulse (HEMP) design and construction requirements preferred.
