Environmental Impact Analyst 1/2/3 Flex
(PCN 250751)

Diamond Environmental Impact Analyst 1/2/3 on the Anchorage team in the Central Region of the Department of Transportation & Public Facilities (DOT&PF). We keep Alaska moving by protecting the environment while building highways and airports. The position is FLEXIAL (1, 2, or
3). It requires work‑history and competency evidence (education, training, licenses, certifications, etc.) to meet the required minimum qualifications.

What You Will Be Doing

Prepare environmental documentation to support construction of highway and airport projects, conduct research, compile data, write reports, and obtain required permits for routine, non‑controversial projects. Occasionally perform limited field studies such as wetland delineations, eagle nest surveys, and attend public involvement activities.

Competency Based

Minimum Qualifications Instructions

All applicants must document how their background demonstrates the required competency minimums: environmental engineering, oral communication, reading, reasoning, writing, public planning, compliance, decision making, influencing/negotiating, technical competence. Training and professional experience are both acceptable.

Environmental Impact Analyst 1 Competencies
  • Environmental Engineering – knowledge of environmental protection and pollution control.
  • Oral Communication – clear presentations and attentive listening.
  • Reading – comprehension of technical material.
  • Reasoning – logical analysis and sound conclusions.
  • Writing – clear technical writing and documentation.
Environmental Impact Analyst 2 Competencies
  • Environmental Engineering – same as Level 1.
  • Public Planning – knowledge of planning, zoning, and impact analysis.
  • Compliance – understanding of state and federal regulations.
  • Decision Making – objective, sound decisions.
  • Writing – same as Level 1.
Environmental Impact Analyst 3 Competencies
  • Environmental Engineering – advanced knowledge.
  • Public Planning – advanced planning and analysis.
  • Compliance – advanced compliance skills.
  • Influencing/Negotiating – ability to persuade and negotiate solutions.
  • Technical Competence – deep technical expertise.
Additional Required Information
