Accountant 3 – Rural Health Transformation Program
Position is open to Alaskan Residents only.
Responsibilities- Provide high‑level, specialized accounting, financial management, and fund accounting services in support of the Rural Health Transformation Fund.
- Oversee federal accounting, recording, and reporting functions, including submission of federally mandated reports.
- Ensure compliance with state and federal accounting and reporting requirements.
- Provide complex financial analysis, fund accounting, compliance, and internal control for a major federal grant program.
- Ensure the integrity of financial reporting.
- Work closely with project coordinators, the Administrative Operations Manager, and federal partners to administer program funds and adjust budgets as program needs evolve.
- Conduct ongoing reconciliation and cash flow analysis between the state’s IRIS system and a dedicated account.

This position is in Juneau in the Alaska Office Building. It is located in the heart of downtown Juneau, near shopping and restaurants. Covered parking is provided in the adjacent State Office Building parking garage.
Required Competencies- Accounting – Knowledge of traditional accounting practices, including accrual, obligations, and cost methods.
- Financial Analysis – Knowledge of the principles, methods, and techniques of financial analysis, forecasting, and modeling to interpret quantitative and qualitative data; includes data modeling, earned value management, and evaluating key financial indicators, trends, and historical data.
- Attention to Detail – Thorough and conscientious when performing work and attending to detail.
- Analysis and Assessment – Uses information technology in accessing, collecting, analyzing, maintaining, and disseminating data and information.
- Analytical Thinking/Problem Solving – Uses a logical, systematic, sequential approach to address problems or opportunities or manage a situation by drawing on one’s knowledge and experience base and calling on other references and resources as necessary.
- Oral and Written Communication – Expresses information to individuals or groups effectively, taking into account the audience and nature of the information; makes clear and convincing oral and written presentations; listens to others, attends to nonverbal cues, and responds appropriately.
- Principles of Accounting – Knowledge of generally accepted accounting principles, standards, and practices, including the full accounting cycle and the preparation of work sheets, financial statements, ledgers, and journals.
- Technical Competence – Uses knowledge acquired through formal training or extensive on‑the‑job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.
