What You Will Be Doing

In addition to supervising, scheduling, and coordinating the work of the Finance Section, the UFA 4 conducts detailed technical analysis of utility and pipeline rate filings of the highest complexity, including financial audits of revenue requirement, cost of service, and rate design studies, as well as related testimony and proposed tariff revisions. The position verifies the mathematical accuracy and reasonableness of proposed rates by applying appropriate auditing techniques and generally accepted rate making principles, determining the elements of revenue requirements, including verification and normalization of operating expenses, rate base, allowance for taxes, and establishing the appropriate return on rate base or application of the times‑interest‑earned ratio (TIER).

The UFA 4 prepares highly detailed, well‑supported recommendations to the Commission for presentation both in writing and orally, in public and adjudicatory settings. The position uses database, spreadsheet, and word‑processing applications to develop and review calculations and prepare written reports, and works with utility representatives and other Commission staff to ensure proposed rates are accurate and aligned with applicable authority, the Commissioners are well‑informed, and Commission rulings are executed within statutory timelines.

The availability of utility services, rates, regulations and conditions are governed by statute, enforced by the Commission, and supervised by five full‑time Commissioners. The Commission regulates electric, natural gas, steam heat, pipeline, refuse, sewer, telecommunications, and water services, overseeing regulated entities through certification, rate regulation, tariff review, dispute resolution, and consumer protection services.

The Working Conditions You Can Expect

The Commission is located in downtown Anchorage. The daily work environment is busy and productive with varying timelines to be managed. The UFA 4 works directly with utility representatives and staff to ensure timely processing of rate filings and presents recommendations during confidential adjudications, public tariff meetings, and other public sessions. Most work is performed using spreadsheet, word processing, email, and case‑management software.

Position

Specific Competencies
  • Supervisory: Demonstrated experience supervising, scheduling, coordinating work, training, reviewing work product, monitoring progress, evaluating performance, and serving as liaison.
  • Industry: Experience with utility/pipeline carrier rate filings, revenue requirement, cost of service, rate design studies, testimony, tariff revisions; working knowledge of regulatory statutes and industry practices.
  • Mathematical: Experience with rate development using rate making principles, revenue requirement verification, normalization of operating expenses, rate base, tax allowance, return calculation or TIER application.
  • Financial Analysis: Knowledge of financial analysis, auditing, forecasting, modeling, data modeling, earned value management, and key financial indicator assessment.
  • Writing: Ability to produce clear, concise technical reports for various audiences with correct grammar, punctuation, and spelling.
  • Presentation: Experience preparing complex reports and delivering oral presentations, making recommendations, and fielding questions.
