Aplin has partnered with a reputable organization to recruit a Project Cost Control Specialist for a major industrial operation in the Kamloops, BC area. This one-year contract (extendable) role reports to the Manager, Cost Control and supports large-scale capital projects.
On project assignment, the Project Cost Control Specialist is accountable to the project team for the planning, implementation, and execution of effective project cost control systems, processes, and resources, in alignment with corporate and project standards established by the Director, Project Controls.
Key Accountabilities- Safety & Environmental Leadership:

(On a project assignment, either independently or through the direction of consultants)
- Develop and/or review project cost control management plans (internal and service-provider based)
- Prepare and apply project-specific cost control procedures and guidelines aligned with the Project Procedures Manual (PPM)
- Ensure corporate cost standards are properly applied and followed
- Manage project budgets, accruals, and cost data within the cost management system (e.g., Unifier)
- Align Work Breakdown Structures (WBS), Chart of Accounts (COA), and Cost Elements (CE)
- Review invoices related to project scopes
- Review Appropriation Requests (ARs) and prepare incurred and cash-flow curves
- Develop and maintain project forecasts within the cost system
- Manage cost change processes, including trends, change orders, and baseline tracking
- Develop and maintain commitment, incurred, and cash-flow data
- Apply productivity analysis and earned value methodologies
- Develop, apply, and report on project contingency strategies
- Prepare monthly cost reports and executive presentations
- Interface with Project Accounting and Business Unit Finance, including capitalization support
- Compile and submit all project stage information to the internal project database
- Support the development and improvement of project cost control tools, techniques, and procedures
- Transfer lessons learned from active projects into continuous improvement initiatives
- Degree or diploma in engineering, accounting, finance, business, or a recognized trade
- 7+ years of project cost control experience (mining or industrial projects strongly preferred)
- 3+ years of project cost control experience in an Owner’s role
- 1+ year of field-based project experience
- Strong knowledge of engineering and construction project execution
- Experience in both Study and Execution phases of projects
- Proficiency in project controls principles and methodologies
- Excellent verbal and written communication skills
- Strong analytical, critical-thinking, and problem-solving skills
- Experience with cost control systems such as Unifier, PRISM, or Cleopatra (asset)
- Experience with scheduling tools such as MS Project or Primavera P6 (asset)
- Professional designations such as CPA, P.Eng, AScT considered an asset
- Certifications such as CCP, CEP, PMP considered an asset

- Employment:
Contract through Aplin - Rate: $80–$100/hour, depending on experience
- Living Allowance: $3,500/month (LOA/accommodation)
- Per Diem: $70/day
- Transportation:
Daily bus service from Kamloops and Logan Lake
