Purpose of Position

The purpose of this position is to provide analysis, advice, and recommendations related to environmental assessment on TteS lands based on various Laws, Bylaws, Regulations, and Acts. The Environmental Compliance Specialist undertakes multiple projects to enhance community goals and provides training and other expert services related to TteS capacity building in the fields of environmental protection and resource management.

Duties and Responsibilities
  • (90%) Maintains current knowledge and provides expert analysis, advice, and recommendations related to environmental requirements, reports, and monitoring on TteS lands based on various laws and regulations to ensure environmental compliance.
    • Supports the Environmental Specialist in maintaining historical and current environmental knowledge to perform duties and carry out responsibilities in accordance with S.53/60 Delegation of Authority (Reserve Land and Environmental Management Program).
    • At Environmental Specialist direction, effectively communicates to stakeholders and their approved Environmental Consultants to initiate the environmental requirements to complete forms, reports, and plans.
    • Supports the Environmental Specialist in planning, designing, and implementing projects to assess the environmental impacts of a wide range of applications of varying complexity.
    • Assists the Environmental Specialist in researching, investigating environmental complaints, spills, and ensuring remediation of contaminated sites and continuous monitoring.
    • Assists the Environmental Specialist with phone enquiries and drafts correspondence and responses dealing with environmental matters.
    • Assists the Environmental Specialist in developing and incorporating ideas, programs, and other relevant processes to protect the environment, reduce risk to TteS, and are conducive to TteS environmental values and standards (e.g., Species at Risk).
    • Assists Environmental Specialist with:
      • On‑site inspections for environmental screening decisions, audits, and full environmental assessments with environmental consultants, leasing officer(s), and stakeholder(s).
      • From time to time participate in field work for special projects (e.g., wildlife inventory surveys, Earth Day).
    • Assists Environmental Specialist with desk audits and proceeds to monitor if necessary to inspect to ensure lessees, sublessees, permit tees, and stakeholders’ ongoing compliance with agreements, reports, laws, bylaws, regulations; and at times provides environmental non‑compliance documentation to the Leasing Officers to proceed with a Default.
    • Assists in creating or making recommendations to update policy and environmental by‑laws as applicable.
    • Assists with the evaluation and monitoring of environmental risk of existing and potential lease/sublease‑hold, permit operations on TteS lands, to ensure compliance with Federal, Provincial and TteS laws, bylaws, regulations and acts.
    • Conducts environmental enforcement using conditions and mitigation to property.
    • Assists with reviewing, updating, and managing the IRWDR Section 5 Waste Generator Permits and updating the list of businesses with Leasing Officers, Bylaw and Finance to process permits accordingly.
    • Assists with completing Waste Generator Permit (WGP) site visits and audits, and where necessary provides fines and conducts follow‑up site visits.
    • Assists with providing information, action or consent to complete transactions for Members and Council.
    • Assists with drafting various documents and correspondence using precedents, prepares draft reports, briefing notes, and docket responses for Chief and Council, Management, or the Minister.
