Tk’emlúps te Secwépemc (TteS) is a fast‑growing vibrant organization committed to the development and progress of its Band Members and Community. We are seeking a Planning Technician to support land use planning, development, and building services in Kamloops, British Columbia.

Position Overview
The Planning Technician will work with planning and engineering professionals to deliver public engagement, long‑range planning, and policy development. The role includes reviewing development proposals, preparing reports, and supporting municipal‑type service agreements.

Key Responsibilities

Support development and implementation of land use plans, master plans, and housing strategies.

Conduct planning research, policy reviews, spatial and data analysis, and technical reporting.

Facilitate inclusive and culturally respectful public engagement and consultation processes.

Prepare and present planning reports, briefing notes, maps, and policy recommendations for leadership and committees.

Review land use, subdivision, rezoning, and development applications for compliance with TteS regulations.

Provide technical guidance on permitting processes and respond to inquiries.

Assist with grant funding applications and support capital projects management.

Support drafting and updating of policies, bylaws, and procedures; contribute to GIS mapping and spatial analysis.

Maintain confidentiality, uphold reconciliation principles, and ensure compliance with all TteS standards.

Professional Certification,

Education and Experience

Diploma or certificate in planning, geography, engineering technology, building inspection, or related field.

Minimum of 3 years previous work experience in the planning field (or an equivalent combination of education and experience).

Understanding of municipal and/or First Nations development processes.

Proven ability to lead public engagement processes and manage external consultants.

Valid Class 5 Driver’s Licence with reliable transportation.

Skills and Abilities

Knowledge of applicable bylaws, building codes, regulations, and municipal planning principles.

Strong analytical, judgement, and decision‑making skills with ability to interpret regulations and review complex proposals.

Proficiency in office software, records management systems, research methodologies, and data collection practices.

Excellent oral and written communication skills, including report writing, facilitation, and presentations.

Strong organisational skills, attention to detail, and ability to manage multiple priorities.

Capacity to work collaboratively with developers, contractors, and members of the public using tact and diplomacy.

Strong ethics and knowledge of confidentiality principles.

Interest in learning about TteS language, culture, and history; willingness to upgrade skills continually.

Employment Terms

Full‑Time, Permanent;
Normal day shifts (7 hours); non‑normal shifts may be required.

Pay Grade: $25.98–$31.41 per hour, depending on education and experience.
