• Collaborates with operations and engineering in the development, implementation, and monitoring of annual capital improvement plans that identify and prioritize capital projects.
• Assists in developing annual capital budgets, evaluating alternatives, design, cost estimating, and project scheduling.
• Oversees construction activities to meet established budget, scope, and timelines, ensuring financial, compliance, and operational objectives are met.
• Coordinates construction phases of projects with staff in multiple departments, outside contractors, and suppliers to meet operational needs.
• Assists engineering with permit applications and regulatory approvals at local, state, and federal levels, and meets with public officials and regulatory agencies.
• Communicates with homeowners to resolve concerns and complaints related to construction activities.
• Manages construction project procurement, reviews and approves contractor applications for payment, and oversees construction inspectors for concurrent projects.
• Represents the company at state and local levels, maintaining positive public relations with key customers, officials, and industry groups.
• Assists in the development and implementation of state/regional engineering policies and maintains standard designs and material specifications.
• Reviews construction plans for customer services, coordinates service installations, and prepares design information as needed.
• Closes projects, updates water system maps, records, and electronic data, and reconciles inventory and asset completion reports.
• Acts as division field supervisor in the absence of the supervisor, managing daily field operations.
• Promotes a safety culture, addressing safety issues and moving project timelines to ensure safe working conditions.
• Assists with other assigned tasks or projects as needed.

• Associate degree in civil engineering or related field preferred; degree completion within an agreed timeframe acceptable.
• Minimum of five years of construction experience, including cost estimating, bidding, contract documentation, project monitoring, payment closeout, change order negotiation, construction inspection, safety monitoring, and contract closeout.
• Proficiency with Microsoft Office, AutoCAD, GIS, and Water
  
  GEMS desired.
• Excellent written and verbal communication skills and strong customer service orientation.
• Ability to work under pressure, manage multiple projects simultaneously, and adapt to changing priorities in a fast‑paced environment.
• Team‑player capable of fostering a collaborative work environment.

• Exposure to extreme temperatures, noise, wet/humid conditions, mechanical, electrical, gas hazards, fumes, dust, mists, and poor ventilation.
• Worksite travel up to 75% of the time; overnight stays possible.
• Availability for on‑call emergencies and after‑hours events.
