Contract Spec/Administrator/Negotiator, Procurement Analyst (Supvy/Non/Lead)

We are seeking a contracting professional to procure specialized equipment, services and supplies for high‑rise buildings, IT systems, and other complex projects. This role includes pre‑ and post‑award activities, contract administration, data analysis and policy development.
DutiesYour responsibilities will vary by grade level.
- At GS‑11/12:
- Analyze requirements, recommend revisions to statements of work, determine contract type, establish milestones, plan procurement, conduct post‑award administration, initiate briefings, handle modifications and resolve non‑compliance issues.
- Develop, implement and analyze data requirements for planning and measurement systems.
- Analyze procurement performance and trends; track contract actions to ensure compliance with GSA policies.
- At GS‑13/14/15:
- Perform pre‑post award contracting functions to help clients achieve results.
- Develop statements of work, perform cost analyses, conduct pre‑proposal conferences, plan negotiation strategies, lead negotiations, and award contracts.
- Create and revise procurement policies, review proposed regulation changes, and provide policy advice.
- Develop and present presentations, defend positions to Congress, and respond to congressional correspondence.
- Identify and analyze acquisition process problems, trends, and emerging needs; formulate statutory initiatives.
- U.S. citizen or national.
- Meet all eligibility criteria within 30 days of closing date.
- Male born after 12/31/1959 registered with Selective Service.
- Probationary period(s) as required.
- Identity and work status verification via e‑Verify.
- Financial disclosure report.
- Participation in regional Continuity of Operations Plan as needed.
- Application expiration requires 120‑day renewal; extend prior to expiration.
- Job history: provide exact dates, hours per week, and brief description.
- Minimum education:
bachelor’s degree in any field or 24 semester hours in specified fields. - Specialized experience: at least one year of experience equivalent to next lower grade level.
- For GS‑11/12: experience in procurement of supplies/services, contract administration, and pre‑/post‑award activities.
- For GS‑13/14/15: experience in full‑range contracting, policy development, negotiation, and strategic acquisition.
- Alternative education: graduate education in specified fields may substitute for experience.
- FAC‑C (Professional) or equivalent (DoD Contracting Professional, FAC‑C Level I, DAWIA Level I+).
- At least four years of contracting experience, including one year of specialized experience.
- Four‑year bachelor’s degree with at least 24 semester hours in specified fields.
