HDR is seeking a Transportation Planning Coordinator to help expand our services in the Midwest, with a focus on Missouri and Kansas. The position reports to a traffic and planning project manager in Kansas City, Missouri. The individual in this position supports all aspects of transportation planning projects that may include:

Responsibilities

Core Planning & Technical
  • Synthesize public, stakeholder, equity, and demographic inputs into clear planning recommendations.
  • Support corridor analyses, and evaluation of land‑use and infrastructure scenarios.
  • Contribute to multimodal, Vision Zero, and community‑centered planning initiatives.
  • Coordinate closely with engineering, planning, environmental, and modeling teams.
  • Understand agency budgeting, funding pathways, and implementation strategies.
  • Summarize complex technical work into accessible content like data visualizations, GIS, etc. for non-technical audiences.
Grant Strategy, Funding Support & Advisory Services
  • Provide technical expertise in discretionary grant positioning and competitive project selection.
  • Assist with development and writing of federal, state, and local grant applications.
  • Support clients throughout grant management, including compliance and reporting.
  • Provide grant writing and funding strategy support for infrastructure projects.
  • Help market, pursue, and deliver grant support on-call contracts.
  • Serve as support staff for HDR’s grant advisory team, which guides clients through planning, application development, and post-award funding management.
  • Client Engagement, Facilitation & Communication
    • Serve as client‑facing support and assist with stakeholder engagement activities.
    • Facilitate workshops, public meetings, and community engagement sessions.
    • Present findings to clients, committees, and community audiences.
    • Demonstrate strong meeting facilitation, communication, and relationship‑building skills.
Preferred Qualifications
  • Master’s degree in planning, engineering, public administration or related discipline.
  • Experience developing transportation or mobility plans, Vision Zero/Safe System plans, small‑area or complete streets plans.
  • Direct experience working for or with municipal agencies.
  • 1–3 years of experience with grants and grant‑writing.
  • 2+ years of experience in transportation planning or engineering, including one or more of the following:
    • Master/secondary plans
    • Highway or transit infrastructure projects
    • Environmental assessments

      Traffic operations studies
    • Simulation modeling (macro/meso/micro)
    • Safety studies
    • Active transportation studies
    • Traffic impact or traffic management plans
