Kingman County, KS is currently seeking applications for candidates to fill the position of Emergency Management Director (EMD).

Job Duties & Responsibilities

Under the supervision of the Kingman County Sheriff’s Office, this position is responsible for preparing for, responding to and recovering from all hazards affecting Kingman County. This role enhances community resilience by fostering partnerships, supporting local initiatives, and cultivating a culture of preparedness. Assists in the planning, training, education, directing and coordination of all activities falling within the responsibilities and duties of the Department including public notifications and warnings, using their knowledge of theories and practices relevant to emergency and disaster management, ultimately leading to the effective preparation for, response to and recovery from any effects of an emergency or disaster.

The duty of this position involves administrative communications as well as assuming a leadership role in emergency operations during a crisis and disaster response, which requires the ability to distinguish between and reconcile the economic, political and social forces that impact the environment in which the employee will function. Principal plans coordinator for all communities within Kingman County and develops plans as necessary for review with the Sheriff / Undersheriff and other pertinent boards/committees.

Coordinates the development, review, revision and implementation of the County Emergency Operations Plan (CEOP), Continuity of Operations Plan (COOP), Hazard Mitigation Plan, and Recovery plan. Maintain general knowledge of Federal Emergency Management Agency (FEMA) and State of Kansas regulations, policies and administrative procedures that pertain to Emergency Management and incorporate into all phases of planning. Develop and implement training and exercises that will enhance/evaluate operational plans.

This position may be tasked with additional duties and responsibilities depending on need and capabilities.

The ideal candidate will be required to:

This position is an onsite position working from the Kingman County Law Enforcement Center, emergency locations or command centers. Normal hours or operation are Monday through Friday 8am to 5pm but after hours, weekends and holiday duties may be required based upon emergency operations, severe weather and other needs. Applicants may be required to conduct field operations outside of the office in hot, cold or inclement weather conditions.

Experience in Emergency Management Operations, Fire – Emergency Medical & Law Enforcement Operations, 911 Dispatch Operations, Logistics & Training, Public, FEMA, KDEM and NIMS is preferred but not required.

Salary Range
  • $20.52 to $25.72 hourly (pay cycle every 2 weeks)
  • Kingman County Matrix
  • Grade 15 / Step 1 to 9 – Emergency Manager (non-certified)
  • Grade 16 / Step 1 to 8 – Emergency Manager (certified)
Insurance
  • Dental coverage – family plan paid for by the county
  • Monthly fringe stipend - county pays employee $95 or $170 to help with health premiums or $500 a month for having outside health insurance
  • $10,000 Life insurance policy paid for by the county
Retirement

Kansas Public Employee Retirement (KPERS) plan.

Vacation

10 days of vacation per year after the first year of employment with additional days earned for years of service per county policy.

Sick Leave

All regular full-time employees shall earn 8 hours of sick leave for each month they are employed and may be accumulated to a maximum of 960 hours.

Holidays

Full-time employees shall earn holiday pay based on the annually approved list of paid holidays by the board of county commissioners (13.5 days in 2026).

Funeral / Bereavement Leave

Times vary per county policy.

Personal Day

Full-time employees shall earn 8 hours of personal leave annually.

Longevity Pay

$40 per year of service after 3 years of employment.

Assigned Vehicle

Assigned take home vehicle if residing within Kingman County.
