Community Development Director
City of Spring Hill, Kansas
Salary: $ to $ per year. Benefits include 100% City paid medical, dental, and vision premiums for the 2025‑2026 Plan Year, vision care allotment, paid leave, holiday pay, KPERS retirement, and a City of Spring Hill Retirement package.
Responsibilities- Plan, implement and oversee community development functions and initiatives, addressing short and long‑term city needs.
- Provide citizen assistance and gather information for the City Council.
- Supervise the city’s planning and development function, codes, and building inspection.
- Manage budget, research, economic and community development strategies, special projects, capital projects, policy development, and administrative functions.
- Lead and supervise personnel, providing training and performance management.
- Develop and implement economic development initiatives such as business recruitment, retention, expansion, development agreements, incentive programs, and complex redevelopment projects.
- Represent the city at county level planning meetings and in liaison with state and federal agencies, including Kansas Department of Health and Human Services, MARC, Kansas Department of Transportation, Kansas Department of Housing and Commerce, and the Miami County Commission.
- Prepare and oversee department budget, ensuring financial, ethical, legal, and regulatory compliance.
- Communicate effectively with elected and appointed officials, citizens, and other stakeholders, keeping the City Administrator informed of departmental activities and project status.
- Participate in professional development, attending training courses, conferences, and relevant associations.
- Bachelor’s degree or professional certification in urban planning, public administration, engineering, architecture, landscape architecture, geography, or a related field. A combination of education and experience may be considered.
- Master’s degree in planning, public administration, or business preferred.
- Eight years of progressively responsible and related experience, with supervisory experience required.
- Tangible economic and community development experience, including planning and initiating initiatives such as business recruitment, retention, expansion, development agreements, incentive programs, and complex redevelopment projects.
