Nature of Work
This is advanced professional engineering work with supervisory responsibility in the planning, modeling, design, installation and improvement of traffic and transportation highway systems and control devices. Incumbents in this class are responsible for supervising traffic signal system planning, design, operations and reviewing designs for intersection channelization design, pavement marking and geometric roadway design. Work involves participation in work units engaged in applying professional engineering principles to promote the safe, convenient, and economical transportation of persons and goods over the roadway network.
Duties require the application of advanced traffic engineering theory and considerable initiative and independent judgment to expedite the movement of traffic and to improve mobility. General supervision is provided by a professional engineering superior who establishes job priorities and reviews work through conferences, written reports, and field inspections to ensure the accomplishments of desired objections. General coordination and collaboration will take place with the Transportation Manager on traffic operation improvements.
Examples of Essential Duties
Primary Duties
- Participates in traffic engineering planning and design functions, such as surveying traffic conditions, analyzing findings, and estimates for changes and improvements including traffic signal operations.
- Supervises and participates in the preparation of installation plans and specifications for traffic signals, signal coordination and timing; determines precise timing and phasing of all existing signal systems in coordination with Miami-Dade County Department of Transportation and Public Works and other internal departments.
- Reviews and provides technical input for contracts for new construction or required traffic signal and/or traffic control maintenance.
- Develops new concepts in signal control utilizing analogue computer, electronic controllers, radar sensors, and all other available technology to operate a responsive traffic signal system.
- Carries out liaison assignments with the Florida Department of Transportation and Miami-Dade County Department of Transportation and Public Works in the formulating of contracts for signalization and related work reviews consulting engineering plans for conformity with state and federal standards.
- Manage day-to-day activities for the Traffic Monitoring and Management Program
- Participate in planning, design, and construction management activities for the Intelligent Transportation System and Smart Parking System Project
- Manage operations and maintenance for the Intelligent Transportation System Project.
Secondary Duties
- Attends public hearings on behalf of the City in order to answer questions specifically related to Traffic signal projects
- Assists in the review of various traffic operation enhancements in conjunction with Capital Improvement Projects to ensure safety, efficiency, and conformance with local, regional and national standards.
- Participates in traffic studies and sub-area studies to identify traffic operations improvements including the conceptual plans and cost estimates for negotiation of transportation agreements with developers.
- Provides technical assistance on traffic signal operations to contractor and other City personnel
- Reviews and collaborates with the Transportation Manager in analyzing annual data on high crash locations to determine needed safety improvements.
- Prepares and submits comprehensive recommendations on the functional design and operation of proposed roadway constructions
- Coordinates with on-going construction projects to develop work-zone traffic mitigation plans
- Researches and responds to questions or problems raised by City Commission, outside agencies and the general public regarding traffic signal operations.
- Performs related work as required.
- Graduation from a college or university accredited by the American Board of Engineering Technology (ABET) with a four (4) year degree in Engineering or a related field.
