Interior Health is looking for an experienced Specialist, Health Information Exchange to join our team on a full time permanent basis in Kelowna.

This position will be working in office in Kelowna Tuesday and Wednesday each week, so applicants will need to be within daily commuting distance.

Salary Range
The salary range for this position is $90,770 (min) to $113,462 (midpoint) to $130,481 (max) per annum, based on 1.0 FTE. Interior Health typically establishes salaries within the minimum and midpoint of the salary range based on qualifications, experience of the applicant, and an internal equity review of the salaries of other employees.

Are you an experienced Product Owner who thrives at the intersection of complex backend architecture, software design, and agile delivery? We are looking for a high-caliber Technical Product Owner to lead our Clinical Document Exchange (CDX) development team.

In this role, you won't just manage a backlog—you’ll serve as the core functional domain expert for a robust, multi-disciplinary engineering pod. You will work directly with our Software Architect, Business Analyst, QA Specialist, and a dedicated team of Senior and Intermediate Developers to bridge the gap between high-level health system strategy and technical execution.

What We Are Looking For In a Candidate
Proven ability to dive deep into backend architecture, system design, and API patterns, serving as a key bridge between strategy and complex system mechanics.

Has the aptitude for rapidly learning and mastering proprietary enterprise‑grade system architectures, turning abstract domain complexity into actionable product roadmaps.

Ability to collaborate with the Software Architect to create and manage engineering backlogs.

Proven track record for driving complex products from initial concept through to architectural review, iterative development sprints, and full operational rollout.

Has the exceptional ability to partner with software architects, senior developers, and clinical stakeholders to evaluate technical trade‑offs, scope epics and streamline release schedules.

Bring a deep understanding of HL7 standards and their implementation, along with a perspective on the EMR vendor landscape in British Columbia, and Health Information Exchange technologies.

An understanding of Azure Cloud technologies at an architectural level would also be a benefit.

In accordance with the established vision and values of the organization, the Specialist, Health Information Exchange (Specialist) leads one or more multi‑disciplinary agile delivery teams to develop and deliver Clinical Document Exchange (CDX) enhancements and improvements that align with Interior Health’s (IH) goals and strategies for regional interoperability.

As an integral member of a regional multi‑disciplinary Digital Health team, the Specialist serves as the Health Information Exchange Product Owner with strong emphasis on business analysis, focusing on translating business value and needs through the tactical piece of product delivery by creating and managing the product backlog.
