Medical Workforce Operations Manager

As part of the People Services offer to the Trust, this is an exciting opportunity to join a dynamic, Medical Workforce function at the University Hospitals of Morecambe Bay. The Medical Workforce Operations Manager will report to the Associate Director - Strategic Medical Workforce and provide direct line management and leadership to the Medical Workforce Team (Medical Recruitment, E-Systems, Medical HR, Rota Co-ordination).

You will work across the Trust, liaising with Divisions / Directorates and medical staff at all levels, to ensure that the Medical Workforce function is operationally efficient to deliver an effective service across the organisation. You will assist with strategic planning and delivery of medical workforce changes, provide a key source of expert knowledge and understanding of national medical workforce agendas, including Medical & Dental Terms & Conditions of Service, job planning, rota design and medical workforce transformation.

Supporting the Associate Director - Strategic Medical Workforce, you will take a lead role on the interpretation and local application of national policy / legislation, developing and implementing appropriate Trust policies, systems, and processes as they apply to the medical workforce.

Job responsibilities

Reporting to the Associate Director - Strategic Medical Workforce, the post holder will provide direct line management and leadership to the Medical Workforce Team (Medical Recruitment, E-Systems, Medical HR, Medical Rotas).

Working across the Trust, liaising with Divisions / Directorates / staff at all levels, to ensure that the Medical Workforce function is operationally efficient to deliver an effective service across the organisation.

Assist with strategic planning and delivery of workforce changes, reflecting changing clinical priorities for medical staff.

Communication and liaison with colleagues within Divisions, Senior / Junior medical staff, Executive Team, PGME, People Services and Medical Workforce.

About us

We operate from three main hospitals-Furness General Hospital (FGH) in Barrow, the Royal Lancaster Infirmary (RLI), and Westmorland General Hospital (WGH) in Kendal, as well as a number of community healthcare premises including Millom Hospital and GP Practice, Queen Victoria Hospital in Morecambe, and Ulverston Community Health Centre.

FGH and the RLI have a range of General Hospital services, with full Emergency Departments, Critical/Coronary Care units and various Consultant-led services.

WGH provides a range of General Hospital services, together with an Urgent Treatment Centre, that can help with a range of non-life threatening conditions such as broken bones and minor illnesses.

All three main hospitals provide a range of planned care including outpatients, diagnostics, therapies, daycase and inpatient surgery. In addition, a range of local outreach services and diagnostics are provided from community facilities across Morecambe Bay.

Our Community Service for adults are provided in people's homes, community centres, clinics, GP Practices, community hospitals. Our aim is to work with people to help them remain independent, improve their health and manage their conditions through high quality care, advice and support.

Experience
  • Experience of medical workforce, including rostering, within the NHS
  • Experience of national medical E-Systems (e.g., Allocate) platforms and procedures
  • Experience of working in a busy office environment
  • Experience of managing a team in a service environment delivering to KPIs
  • Experience of following and updating standard operating processes
  • Experience of delivering training
Knowledge
  • Highly developed operational medical workforce / rostering experience within the NHS or other healthcare setting (e.g., BUPA)
  • Experience of working and negotiating with Trade Unions
  • Knowledge of M&D Terms & Conditions of Service
  • General knowledge of employment law and HR best practice
  • Experience of identifying areas of improvement in services or systems and implementing identified changes
  • Experience of analysing and presenting workforce information, including drawing conclusions and making recommendations
  • Experience of team supervision including oversight of variation of workloads
  • Knowledge of rostering systems and arrangements for M&D staff
  • Experience of developing standard operational processes and procedures
