The Preconstruction Estimator for affordable housing will be bidding on LIHTC projects that are both renovation projects and new construction projects. This individual will play a critical role in the early stages of construction projects by analyzing state specific QAPs, construction plans, specifications, and other project documents to develop accurate cost estimates and budgets. This position involves working closely with the preconstruction team, developers, architects, engineers, and subcontractors to assess materials, labor, and timelines, ensuring proposals are competitive and aligned with client expectations.

Strong analytical skills, attention to detail, and a solid understanding of construction methods and costs are essential for success in this role.

Essential Job Details
  • Cost Analysis – Evaluate project plans, specifications, and requirements to develop accurate cost assessments and identify potential cost-saving opportunities.
  • Travel – This position requires relatively frequent travel around the US in order to assess projects. Expect to travel about 8 to 10 days out of the month for short periods of time, sometimes with short notice.
  • Bid Preparation and Management – Prepare competitive bids by gathering subcontractor and supplier pricing, reviewing contract documents, and ensuring timely submission of proposals.
  • Budget Preparation – Develop detailed project budgets that align with client requirements, scope of work, and organizational financial goals.
  • Risk Analysis – Identify potential risks and challenges within project scope, costs, or timelines, and recommend mitigation strategies to reduce exposure.
  • Collaboration with Stakeholders – Work closely with project managers, superintendents, subcontractors, and clients to ensure estimates reflect project needs and expectations.
  • QAP/State Specific – Ensure estimates comply with state regulations, quality assurance programs, and project-specific standards.
  • Schedules & Reporting – Assist in developing project schedules and provide regular reporting on cost status, estimate accuracy, and project progress.
  • Quantity Takeoffs – Perform detailed material and labor quantity takeoffs using project drawings and specifications to support cost estimates.
  • Client Communication – Maintain clear and professional communication with clients to review estimates, answer questions, and address project concerns.
  • Presentation – Prepare and deliver estimate presentations to internal teams and clients, highlighting key assumptions, methodologies, and cost drivers.
