As a Team Leader in the Civil & Environmental practice, you will manage and develop a team that serves municipal and county clients with planning, design and construction services across water distribution, storage and treatment systems, wastewater collection and treatment, stormwater management, sewer conveyance systems, municipal public works operations and related infrastructure. You will collaborate with other leaders, stakeholders and the client community in Southern Wisconsin and Northern Illinois to deliver high-quality projects and maintain technical excellence.

Key Responsibilities
  • Provide leadership and project management for multi‑discipline public sector engineering projects and ensure team project performance and deliverables meet client expectations.
  • Serve as a trusted advisor for communities and clients in Southern Wisconsin and Northern Illinois, assisting with planning, funding and development of local water & sewer system improvements, municipal public works functions, and overall municipal consulting.
  • Lead or collaborate on project pursuits with BD staff or other areas, developing relationships with existing clients and prospects.
  • Lead or assist with scope, schedule and fee negotiations and any contract amendments as needed.
  • Develop high‑level design criteria for projects and assign tasks to staff.
  • Provide guidance and oversight for technical issues, ensuring QC/QA processes are implemented and followed for all team projects.
  • Collaborate with other technical Team Leaders and discipline experts to support project quality as needed.
  • Actively support the development of all team members, sustaining and growing the team’s technical capabilities.
  • Assist the Area Manager with billing, monitoring project performance, workload forecasting, staff utilization, and other administrative tasks.
  • Engage locally with government, economic development and technical organizations within the market area.
  • Keep abreast of technological innovations and regulatory changes that affect municipalities and the civil/environmental field.
  • Maintain in‑office presence with team members at least three days per week (or more as required).
  • Perform additional duties as assigned.
Requirements
  • B.S. degree in Civil or Environmental Engineering and an Illinois or Wisconsin PE license.
  • 15+ years of experience leading Civil/Environmental engineering projects with 5+ years of project management.
  • Progressive consulting experience in planning, design and construction of stormwater, wastewater and combined sewer collection, pumping and treatment systems.
  • Experience with treatment plant process design and/or wet‑weather (CSO/SSO) evaluation is a plus.
  • Demonstrated project management experience, including scope, schedule and budget development with accountability for financial performance.
  • Experience building relationships and developing projects with clients in Wisconsin and Illinois public‑sector markets (municipal and county).
  • Experience assisting clients with program funding options (user fees, grants, SRF loans process, etc.).
  • Familiarity with CAD and modeling software such as AutoCAD, Civil 3D, ArcGIS, HEC‑HMS, HEC‑RAS, HEC‑GeoRAS, XP‑SWMM, Biowin, Visio, and Deltek VantagePoint is desirable.
  • Excellent verbal and written communication skills, capable of effective client presentations and written reports.
  • Ability to collaborate effectively with team members from different offices, disciplines, and regions.
  • Valid driver’s license and willingness to travel to client and project sites as needed.
