2026 Hiring Range: $78,396 – $93,329 annually
This Fiscal Services Manager is responsible for overseeing the financial operations of assigned divisions within the Human Services department, ensuring accurate budgeting, forecasting, reporting, and compliance with local, state, and federal regulations. This role involves financial planning, grant management, and supervising fiscal staff to support the efficient delivery of human services programs to the community. This position reports directly to the Chief Financial Officer of the Department of Human Services.
Responsibilities- Budget Development and Oversight
- Develop and manage the annual budget for assigned divisions in collaboration with division directors and managers
- Monitor expenditures to ensure alignment with approved budgets
- Prepare financial forecasts and recommend adjustments as needed
- Financial Reporting and Compliance
- Prepare and submit accurate financial reports to funding agencies and other stakeholders
- Ensure compliance with local, state, and federal regulations related to financial operations
- Conduct internal audits to maintain fiscal accountability
- Grant Management
- Oversee the fiscal component of grant applications, budgets, and reporting for diverse funding sources
- Ensure compliance with grant requirements and deadlines
- Collaborate with program managers to optimize grant utilization
- Contract Processing and Fiscal Review
- Review and process fiscal aspects of contracts with service providers, ensuring accuracy and compliance with funding allocations
- Review budget worksheets and ensure costs align with market standards and follow funding guidelines
- Supervision and Staff Development
- Supervise and provide guidance to fiscal staff, including hiring, training, and performance evaluations
- Foster a collaborative and productive work environment
- Financial Planning and Analysis
- Conduct cost analysis and identify opportunities for cost savings
- Provide financial insights to support program decision‑making
- Evaluate and improve financial processes
- Collaboration and Stakeholder Engagement
- Work closely with program managers, county officials, and external stakeholders to ensure fiscal alignment with program objectives
- Serve as the financial liaison between assigned divisions and the Chief Financial Officer of Human Services
- Comprehensive knowledge of current business administration and accounting principles
- Knowledge of business office practices, procedures and equipment
- Knowledge of the principles and practices of generally accepted accounting principles for fiscal administration in a government environment
- Knowledge of State financial and administrative reporting systems and procedures
- Skill in Microsoft Word, Outlook, and Excel
- Skill in verbal and oral communication
- Skill in customer service with the ability to work effectively with clients and the general public
- Ability to demonstrate a high aptitude in working with various computer applications as they relate to accounting, fiscal management, and related fiscal areas
- Ability to perform in a fast‑paced environment, multi‑task and prioritize duties
- Ability to serve as principal fiscal advisor to administration and to represent the facility in fiscal matters acquiring technical expertise
- Ability to present ideas with a high degree of effectiveness, both orally and in writing
- Ability to supervise the fiscal operations of a moderate‑sized, multi‑program institution
- Ability to supervise, plan and organize the work of, and train others
- Ability to establish and maintain effective relationships with associates, representatives of other agencies, division staff, Board committees and the client/citizen public
