Lead and manage government proposal efforts from opportunity identification through final submission. This role is responsible for developing high-quality, compliant responses to government solicitations, including RFPs, RFQs, and bid opportunities. The ideal candidate has a strong background in government contracting, exceptional writing and editing skills, and the ability to manage multiple proposal deadlines while collaborating with leadership and subject matter experts.

• Lead and coordinate government bids, RFPs, RFQs, and other procurement responses from initial review through submission.
• Analyze solicitation documents to identify requirements, deadlines, evaluation criteria, and required deliverables.
• Develop clear, persuasive, and compliant proposal content.
• Collaborate with leadership and subject matter experts to gather technical, operational, and business information.
• Manage proposal schedules, milestones, and competing deadlines.
• Ensure all proposal submissions are complete, accurate, and fully responsive to solicitation requirements.
• Edit and proofread proposal content for clarity, consistency, accuracy, and professionalism.
• Maintain and enhance proposal templates, content libraries, qualification statements, and supporting materials.
• Develop a thorough understanding of organizational services and capabilities to strengthen proposal responses.
• Identify gaps in required information and proactively coordinate resources to support successful submissions.
• Support business development and pursuit activities as needed.

• Experience in government contracting, government proposals, or government bid writing.
• Demonstrated success responding to government RFPs, RFQs, bids, and similar procurement opportunities.
• Strong understanding of government procurement processes and compliance requirements.
• Excellent proposal writing, editing, proofreading, and communication skills.
• Ability to interpret complex solicitation documents and translate requirements into actionable proposal content.
• Strong organizational and project management skills.
• Proven ability to manage multiple proposals and competing deadlines simultaneously.
• High attention to detail with strong follow-through and accountability.
• Experience working closely with leadership teams and subject matter experts.
• Self-starter capable of owning the proposal process from strategy through submission.
• Ability to quickly learn new industries, services, and business capabilities.

• Experience supporting organizations within the energy, utilities, fuels, commodities, engineering, or related industries.
• Experience working for small or growing government contractors.
• Background developing proposal templates, content libraries, and standardized proposal processes.
• Experience improving proposal operations, workflows, and overall pursuit efficiency.
