The Town of North Haven is seeking a qualified, motivated, and customer-focused Part-Time Code Enforcement Officer (CEO) to join our team.
North Haven is a year-round island community located 12 miles off the coast of Rockland, Maine, accessible by the Maine State Ferry Service, Penobscot Island Air, or private boat. The island has an active construction season with a variety of residential, commercial, shoreline, and infrastructure projects, making this an engaging and rewarding position.
The Town recognizes that many Code Enforcement Officers serve multiple municipalities and is willing to work with the successful candidate to develop a mutually agreeable schedule that meets the needs of both the Town and the employee.
Position SummaryThe Code Enforcement Officer is responsible for administering and enforcing local, state, and federal building, land use, shoreland zoning, and related regulations in a fair, consistent, and professional manner. Working under the general direction of the Select Board, the CEO exercises independent judgment while providing excellent customer service to residents, contractors, developers, and visitors.
The Town offers a flexible work arrangement. Administrative duties, permit reviews, correspondence, and other appropriate tasks may be completed remotely, while on-site inspections, office hours, and meetings will be scheduled in coordination with the Town to meet operational needs. This flexibility is intended to accommodate qualified professionals who serve multiple municipalities while ensuring responsive service to the residents of North Haven.
- Review building permit and land use applications for compliance with local ordinances and state regulations.
- Conduct field inspections and investigate complaints regarding potential ordinance violations.
- Issue permits and maintain accurate records of permits, inspections, violations, and enforcement actions.
- Enforce local, state, and federal codes and ordinances, including Shoreland Zoning requirements.
- Attend Planning Board and Zoning Board of Appeals meetings as requested and provide technical guidance.
- Recommend updates and improvements to municipal ordinances when appropriate.
- Maintain regular office hours at least one day per week.
- Provide courteous, professional, and timely service to the public.
Work closely with our Deputy Code Enforecment Officer
QualificationsApplicants should possess:
- State of Maine Code Enforcement Officer certification or be eligible to obtain certification.
- Working knowledge of the Maine Uniform Building and Energy Code (MUBEC), municipal land use regulations, Shoreland Zoning, and applicable state laws.
- Strong communication, organizational, investigative, and report-writing skills.
- Ability to work independently while maintaining positive working relationships with municipal officials, contractors, and the public.
- Valid Maine driver's license and reliable transportation.
Experience in code enforcement, building inspection, construction, plumbing inspection, or a related field is preferred.
CompensationCompensation is competitive and will be based on qualifications and experience. Ferry transportation for work-related travel to and from North Haven will be paid for by the Town. Job-related training and continuing education opportunities may also be provided.
